Building Survey South West London: Use One Disclosed Boundary

A building survey in South West London starts with the property, not the compass label. This guide uses the six local-authority areas in the current NHS South West London statutory footprint: Croydon, Kingston upon Thames, Merton, Richmond upon Thames, Sutton and Wandsworth. It is narrower than this site’s twelve-borough South London editorial guide and is not the same as an SW postcode, an estate-agent district or one planning authority.

Why these six boroughs are grouped here

The Integrated Care Boards (Establishment and Abolition) Order 2026 took effect on 1 April 2026. Its Schedule defines NHS South West London ICB by the six boroughs above. The ICB’s place directory lists the same six.

That supplies an auditable editorial boundary, not a condition profile. Each borough retains its own planning authority, policies, registers and mapped designations. The complete address must decide which records to check.

Choose the service from the real building

RICS describes Level 3 as its most comprehensive Home Survey report, formerly called an RICS Building Survey. It points to larger, older, altered, unusual or run-down properties and planned major work as circumstances in which the service may be considered. These are prompts, not regional rules.

The current Level 3 inspection scope remains detailed but visual. Permission, safety, access and risk of damage constrain it. Visible services are observed rather than specialist-tested, and repair-cost advice is additional when agreed. For a house, identify extensions, loft or basement work, removed walls, previous movement, water ingress and drainage changes. State whether roof spaces, subfloors, drains, elevations, outbuildings and grounds can be reached. For a flat or conversion, identify the demise, floor, block position, freeholder or managing agent and permission for roof, façade, common-part, plant, basement and ground access.

Keep six statistical rows separate

The exact ONS Census 2021 TS044 version 4 results record:

  • Croydon: 152,946 households;
  • Kingston upon Thames: 65,626;
  • Merton: 81,728;
  • Richmond upon Thames: 80,705;
  • Sutton: 82,348; and
  • Wandsworth: 137,393.

The later VOA Council Tax stock release records 168,220, 70,440, 87,780, 85,810, 86,270 and 157,970 domestic properties respectively at 31 March 2025.

ONS counts households at Census Day. VOA uses rounded administrative Council Tax property rows at a later date. The rows are not added into a synthetic regional total, cross-tabulated or applied to an individual home. Their useful role is to prompt questions about actual form, tenure, alteration, shared fabric and access.

Build the correct borough record pack

The current record position differs materially across the six authorities:

  • Croydon: the Local Plan 2018 remains adopted while the submitted replacement remains in examination. Preserve the decision-date policy framework for older work.
  • Kingston upon Thames: the current validation requirements identify the local list adopted on 1 May 2024. For basement work, seek the signed Basement Impact Assessment and the documents that show design and implementation.
  • Merton: adopted Policy D12.11 names a Basement Impact Assessment, Drainage Strategy, outline Construction Method Statement and Construction Traffic Management Plan. Those are planning records, not proof of current condition.
  • Richmond upon Thames: the Local Plan adopted on 7 October 2025 replaced earlier policies. Its basement Article 4 page, updated 18 June 2026, explains the two mapped directions. Check the exact address and instrument.
  • Sutton: the council’s Local Plan page still identifies the 2018 adopted plan. Do not treat replacement-plan consultation material as adopted policy.
  • Wandsworth: the current adopted-plan page says the March 2026 Partial Review replaced six named policies. It did not replace basement Policy LP6, so the two documents must be read together.

For every borough, reconcile the planning decision and approved drawings, amendments and conditions, Building Regulations route, inspection and completion material, structural and waterproofing records, freeholder or management approvals, formal searches and the present physical survey. One approval cannot stand in for another.

Prepare the request

Provide the full address and borough; property type, tenure, floor and block position; approximate age with source; known extensions, conversions, basements or removed walls; access to roof spaces, subfloors, drains, elevations, common parts and grounds; planning and Building Control records; exact heritage or Article 4 result; known cracking, damp, leaks, movement or repair history; intended work; and previous reports.

Submit a South West London Level 3 survey request with that material. Ask each proposal to state the inspection assumptions, limitations, report, timing and separately agreed services. The marketplace can administer the request but does not provide the survey.
