Building Survey Kingston: Separate Current Policy From Property Evidence
A building survey in Kingston should distinguish Kingston town from the wider Royal Borough of Kingston upon Thames. Borough household and Council Tax rows can frame questions about houses, flats and construction periods, but they do not describe the tenure, alterations, access or condition of the property being inspected.

Define what can actually be inspected
RICS describes Level 3 as its most comprehensive Home Survey report and records RICS Building Survey as the previous name. Older, altered, unusual, larger or run-down buildings and planned major works may make the service worth considering, but no location or data row decides the appropriate level.

State the house, flat, maisonette or conversion form; tenure; approximate age and source; extension, loft, basement or internal-alteration history; and intended works. Identify access to roof spaces, subfloors, drainage chambers, external walls, common areas, plant, gardens and outbuildings before comparing proposals.
Keep borough evidence at borough scale
The exact ONS Census 2021 TS044 result records 65,626 Kingston upon Thames households: 20,797 in semi-detached houses, 19,535 in purpose-built flats or tenements, 11,300 in terraced houses and 8,284 in detached houses.
The VOA Council Tax stock release records 70,440 borough domestic properties at 31 March 2025. Rounded categories include 29,190 flats or maisonettes, 18,470 semi-detached houses and 13,920 terraced houses. The largest stated grouped build period is 1930 to 1939 at 19,730.
ONS counts households at Census Day. VOA counts later Council Tax properties and rounds categories. Neither result isolates Kingston town, identifies an extension or tells the surveyor that a particular property matches the borough’s largest category.
Use the adopted plan, not the consultation draft
Kingston’s Adopted Development Plan page lists the Core Strategy 2012 and Kingston Town Centre Area Action Plan 2008 alongside the London Plan and South London Waste Plan. Those are the current documents identified by the council.
The replacement Kingston Local Plan was in Regulation 19 consultation from 6 July to 4 September 2026. It is proposed to replace the 2012 and 2008 documents, but it had not done so on 26 August 2026. Record historic approvals against the policy in force at their decision date, then treat drawings and completion evidence separately from policy compliance.
Trace planning, Building Control and consent gaps
Kingston’s Planning and Building Control index separates planning applications, planning maps, Building Control and local land charges. A planning permission does not establish that Building Regulations evidence exists, that work followed the drawing or that concealed construction is sound.
The council’s property-history guidance says its online history includes some decision notices and completion certificates for applications since 2002. It also explains limited retention and restricted access. The linked document-request page says Building Control records are not public and appropriate consent can be needed. Describe absent evidence as missing; do not convert it into a conclusion about approval or condition.
Map the exact conservation area
Kingston’s conservation directory lists 26 separate conservation areas, covering about 9.4 per cent of the borough and around 10,000 postal addresses. Kingston Old Town, Fairfield/Knight’s Park, Richmond Road, Riverside North and Riverside South are distinct mapped entries.
Use the interactive heritage map and the full address. A Kingston locality label does not prove that a building is inside one of those areas or identify the applicable appraisal, Article 4 direction, listed status or planning condition. Heritage evidence can shape investigation of earlier external work without becoming a defect diagnosis.
Prepare the Kingston request
Provide the full address; property form and tenure; floor or block position; approximate age and source; inspectable roof, subfloor, basement, drainage, elevations, common parts and grounds; known conversion, extension, loft or internal work; planning and Building Control references; completion or approver documents; exact heritage result; lease and management papers; known damp, cracking, decay or repair history; intended works; and earlier reports.
