Building Survey Raynes Park: Keep Policy, Character and Condition Separate

A building survey in Raynes Park should use the full address to separate the subject property from the N6 policy area, the Rainbow Estate site, the Apostles character area and ward-level HMO controls. These records operate at different boundaries and answer different questions.

FindTheSurveyor is a neutral marketplace, not a surveying practice. It does not inspect the property, select the survey level or make a technical finding. A complete verified request may receive administrative review without a promised timescale and with no guarantee of an invitation, quote or introduction.

Use the national RICS Level 3 survey guide for the service, the Level 3 survey London guide for regional context and the Level 3 survey cost guide for quote variables without inventing a Raynes Park price.

Base the scope on the inspectable building

RICS describes Level 3 as its most comprehensive Home Survey report and records RICS Building Survey as the former name. Older, altered, unusual, larger or run-down property and planned major work can support considering it. A neighbourhood character description or policy boundary cannot choose the survey level.

The Level 2 vs Level 3 survey comparison helps define the required depth. The Level 3 inspection is visual and constrained by permission, safe access and risk of damage. Visible services are not specialist-tested, and repair-cost advice is included only when agreed. The Level 3 survey example guide shows why access restrictions and further investigations should be explicit.

Translate Merton totals into evidence requests only

The exact ONS Census 2021 TS044 result records 81,728 Merton households. These include 29,176 in terraced houses, 23,191 in purpose-built flats or tenements, 15,514 in semi-detached houses and 7,515 in converted or shared houses.

The later VOA Council Tax stock release records 87,780 Merton domestic properties at 31 March 2025. Rounded categories include 37,400 terraced, 36,690 flat or maisonette and 9,660 semi-detached properties; its 1919-to-1929 and 1930-to-1939 groups contain 10,720 and 21,560 properties respectively.

ONS counts households and VOA counts later Council Tax properties. Neither isolates Raynes Park or proves age, form, conversion, tenure or condition. Use them to prompt access and shared-fabric questions, then verify the actual building.

Apply the current plan and site guidance precisely

Merton’s new Local Plan page records adoption on 20 November 2024. Its Raynes Park chapter identifies policy N6 for the local centre and wider neighbourhood. That current framework does not prove the status or completion of earlier alterations.

The live planning-guidance directory retains the 2013 Raynes Park Rainbow Estate SPD. It is site-specific guidance, not a designation for every SW20 or Raynes Park address. Check the operative boundary and the decision-date policy before applying it.

For known work, search the exact address and obtain decisions, approved drawings, conditions, Building Regulations approval route, inspection history and completion evidence. Current policy, historic consent and visible condition remain separate.

Distinguish the Apostles and the ward-level direction

Merton’s Raynes Park character study describes the Apostles as twelve terraced roads, mostly developed in the Edwardian period but later lengthened and containing post-war infill. It notes varied details and alterations within a defined character area. Verify whether the property is inside that boundary; do not apply the description to the whole locality.

The current Article 4 page records an immediate direction for new small HMOs starting on 24 March 2026 across Raynes Park and twelve other named wards. It also separates HMO licensing from planning permission. Check the live instrument, ward, use history and dates with the conveyancer and council.

Merton’s local land charges and CON29 guidance divide register, planning and Building Control information. Preserve missing or ambiguous records as gaps rather than assuming approval or absence of work.

Prepare the Raynes Park request

Provide the complete address and ward; property form, tenure and floor or block position; approximate age and source; access to roof, loft, subfloor, basement, drains, elevations, common parts, outbuildings and grounds; known extensions, conversions, roof or wall work and use changes; planning and Building Control references; completion evidence; exact N6, Rainbow Estate, Apostles and Article 4 results where relevant; lease and management papers; known damp, movement, decay or repairs; intended work; and previous reports.

Submit a Raynes Park Level 3 survey request with that evidence. Ask each proposal to define inspection extent, exclusions, report format and separately agreed additions. FindTheSurveyor may review the request administratively but does not provide the survey.
