Building Survey Wandsworth: Trace Alterations Across Old and New Records

A building survey in Wandsworth is a detailed report for one property, not a conclusion drawn from the borough’s large stock of older homes. Wandsworth combines extensive pre-1900 stock with purpose-built flats, converted houses and later development. The instruction must resolve which construction and changes actually belong to the address.

Match report depth to the proposed purchase

RICS calls Level 3 its most comprehensive Home Survey report and notes that it was formerly an RICS Building Survey. Its consumer guide points to older, larger, unusual, altered or run-down properties and planned major works as examples. It also says age, size, condition, complexity and originality normally influence the choice.

Convert suspected alterations into access questions

The RICS Level 3 inspection scope is extensive but visual. The surveyor does not automatically remove secured covers, fixed finishes or heavy contents. Safe access, permission and risk of damage control the inspection. Visible services are not specialist-tested, and repair-cost advice must be expressly agreed.

Where an older terrace has a rear addition, loft conversion, removed chimney breast or altered lower-ground area, identify access to roof voids, rear roofs, flank walls, subfloors, cellars and drainage covers. For a flat or conversion, clarify the lease boundary and access to common stairs, roofs, elevations, grounds and plant. Keep household form and Council Tax stock apart

The exact ONS Census 2021 TS044 result records 137,393 Wandsworth households. These include 66,056 in purpose-built flats or tenements, 30,521 in terraced houses, 24,263 in converted or shared houses, 9,640 in semi-detached houses and 3,031 in detached houses. The remaining categories account for 3,882 households.

The later VOA Council Tax stock release records 157,970 domestic properties at 31 March 2025. Rounded forms include 113,050 flats or maisonettes, 35,440 terraced, 6,090 semi-detached, 2,020 detached and 300 bungalow properties. Pre-1900 is its largest stated grouped period at 50,840, followed by 17,760 from 1900 to 1918.

ONS counts occupied households; VOA counts Council Tax properties and rounds the components. Neither establishes the construction date, alterations, tenure or condition of an address. The figures justify asking about both shared vertical fabric and older house construction, not labelling the subject from its postcode.

Search both sides of the year-2000 record boundary

Wandsworth’s planning-search page says Planning Explorer covers applications submitted after 2000 and directs earlier applications to a separate Planning Archive. Search by the complete address, then retain the reference, decision, drawings and conditions relevant to any extension, basement, conversion, roof work or window replacement. A blank result in one system is not a complete alteration history.

Building Regulations evidence sits on a different route. Wandsworth’s Building Control application page distinguishes full plans, building notices, regularisation, completion notices and inspections. Ask the seller and legal adviser for approvals, inspection records and completion material for known works. Those documents do not prove that the work remains defect-free, and the survey does not certify regulatory compliance.

The council’s land-charge guidance says LLC1 searches are now obtained through HM Land Registry while Wandsworth continues to provide official CON29 searches. It warns that a personal search is narrower than a full official search. The conveyancer determines which searches and title enquiries are needed; the surveyor reports physical condition within the agreed scope.

Resolve heritage and water results before briefing the surveyor

Wandsworth provides an address-led conservation-area map and says the land-charge search reveals whether a conservation area or Article 4 direction applies. Supply the exact result and any consent trail for replaced windows, roof work, extensions or other visible changes. Do not infer designation from a neighbourhood name.

For water evidence, use the Environment Agency long-term flood-risk service for the full address and review the conveyancing, drainage, insurance and event history. The government service does not predict whether an individual property will flood. Tell the proposed surveyor about lower-ground accommodation, water staining, drainage complaints and external level changes so the visual scope can be agreed.

Prepare the Wandsworth instruction

Provide the full address, confirmed authority, building and tenure form, approximate age and evidence, known extensions or conversions, both planning-search results where relevant, Building Control and completion documents, conservation and flood results, known damp or movement, planned works and access restrictions. Ask the proposal to identify inspection limits, report format, delivery expectation and every additional service.
