Building Survey Croydon: Separate Register Evidence from Condition
A building survey in Croydon means a RICS Level 3 Home Survey for one identified property, not a borough-wide condition assessment. Croydon contains houses, purpose-built flats and conversions across very different settings. Authority statistics can shape questions, but they cannot reveal what was built, changed or maintained at an address.

Define the required depth before instructing
RICS calls Level 3 its most comprehensive Home Survey report and records Building Survey as its former name. Its consumer guide points to large, older, run-down, unusual or altered properties and planned major works as examples. It also says age, size, condition, complexity and originality generally determine the appropriate level.

The RICS Home survey standard page, updated 17 June 2026, says members should continue with the first edition until the second becomes fully effective. Confirm the operative edition and any extra investigation in the written terms.
Design the access plan around the property
The RICS Level 3 inspection scope is detailed but visual. Permission, safety, accessibility and the risk of damage remain boundaries. Surveyors do not automatically remove fixed finishes, secured panels or heavy contents, and visible services are observed rather than technically tested. Repair-cost advice is an agreed addition.
For a house, clarify loft, subfloor, garage, rear-boundary and drainage access. For a flat, identify which exterior, roof, common parts and grounds can be inspected and which repairing obligations need legal review. Keep Croydon’s two statistical universes separate
The exact ONS Census 2021 TS044 result records 152,946 Croydon households. Of these, 44,285 were in purpose-built flats or tenements, 37,841 in semi-detached houses, 35,580 in terraced houses, 18,714 in detached houses and 12,973 in converted or shared houses. The other three categories total 3,553.
The later VOA Council Tax stock release records 168,220 domestic properties at 31 March 2025. Its rounded type table includes 72,710 flats or maisonettes, 46,700 terraced, 29,910 semi-detached, 14,040 detached and 3,660 bungalow properties. Pre-1900 is the largest stated grouped period at 32,200, ahead of 1930–39 at 29,340.
The apparent differences are not contradictions: ONS counts households at Census Day, while VOA counts later Council Tax properties and rounds table components. Neither gives a Croydon address a form, period or condition. Use the figures to avoid assuming that a borough request concerns a conventional house when it may concern a flat or conversion with restricted access.
Treat each official record as one part of the history
Croydon’s planning-and-regeneration hub links its public planning register. The register is a separate service whose availability and coverage should be checked at the time of research. Search the full address, references and nearby records, but do not interpret a missing result or temporarily unavailable register as proof that no work occurred.
The council’s building-control page says the service inspects work and links a separate record search. A planning approval does not prove that construction was inspected, completed as drawn or remains sound. Seek the relevant notices, plans, inspection and completion evidence, warranty material and competent-person certificates.
Croydon’s Local Land Charges service maintains the statutory register and supplies official searches. Land charges, planning files, building-control records, title documents and a visual survey have different functions. The Level 3 report cannot certify the legal status of alterations merely because their fabric is visible.
Resolve heritage before applying historic-building assumptions
Croydon publishes property-led conservation-area material. Check the exact address, mapped boundary, list status and any applicable Article 4 direction. A designation may alter the documentary questions and repair context, but it neither proves age nor diagnoses decay.
Where older or altered fabric is present, tell the surveyor what the official records show and request comment within the agreed inspection scope on visible material compatibility, roof and wall junctions, moisture paths, movement and previous repairs. If specialist structural, drainage or damp investigation may be needed, clarify whether it is excluded or separately commissioned.
Make flood enquiries property-specific
Croydon’s environment hub links flood and water-management information. Borough and strategic sources identify planning context, not the history of one home. Check the Environment Agency long-term flood-risk service, formal searches and the property’s flooding, drainage, insurance and repair history. The government service warns that it cannot predict whether an individual property will flood.
For lower-ground rooms or evidence of past water entry, agree access to external levels, retaining structures, drainage and visible waterproofing. Planning or flood records do not demonstrate that an existing system was installed correctly or remains effective.
Build a usable Croydon brief
Give the proposed surveyor the complete address; property type, tenure and approximate period; known extensions, conversions and removed walls; planning and building-control references; conservation and flood results; available guarantees and reports; intended works; signs of cracking, leaks, damp or drainage trouble; and access limitations. Specify whether valuation, repair costs, specialist tests or intrusive work is being requested.
