Building Survey Clapham: Resolve the Borough Before Reading Its Records
A building survey in Clapham needs an address-led brief because Clapham is not one planning authority. A property can sit in Lambeth or Wandsworth, while the two borough datasets describe different populations of properties. Neither borough row identifies the subject building, its tenure, its alterations or its condition.

Define the building and the inspection
RICS describes Level 3 as its most comprehensive Home Survey report and records RICS Building Survey as the former name. The building’s age, size, construction, condition, alteration history, complexity and intended works help determine whether that service is appropriate. The word “Clapham”, a conservation designation or a borough statistic cannot make that decision.

For a house, identify roof-space, subfloor, basement, rear and side elevation access; extensions, loft work, removed walls and chimney alterations; and any intended structural change. For a flat or conversion, add the floor and block position, demise, lease, managing-agent contact and access to common halls, roof, basement, plant, external walls and grounds.
Keep Lambeth and Wandsworth statistics separate
The exact ONS Census 2021 TS044 results record 134,688 Lambeth households and 137,393 Wandsworth households. Lambeth records 69,465 households in purpose-built flats and 27,717 in converted or shared houses. Wandsworth records 66,056 and 24,263 in those categories.
The VOA Council Tax stock release records 148,470 Lambeth and 157,970 Wandsworth domestic properties at 31 March 2025. Its rounded flat or maisonette totals are 113,340 and 113,050; the two pre-1900 totals are 54,440 and 50,840.
ONS counts households at Census Day. VOA counts later Council Tax properties and rounds components. Neither source supplies a Clapham total, joins a flat to its freehold structure or establishes an individual building’s age. Use the correct authority row only as a briefing prompt, then establish facts from the address, title, lease, records and inspection.
Resolve the authority and document trail
Lambeth’s Local Plan page records adoption on 22 September 2021 and the preparation of a replacement. Wandsworth’s current Local Plan page records the 2023 plan and the six policies superseded by its March 2026 Partial Review. Do not use one borough’s policy or terminology for an address in the other.
Lambeth’s property-constraints guidance separates the planning database and its Constraints tab, the policy map and a paid land-charge search. A database entry is not proof that all Building Regulations, private approval, title or lease evidence exists. Ask the proposal to identify which records will be reviewed and what remains for the conveyancer or another specialist.
Do not flatten the Clapham conservation maps
The Clapham Common appraisal records conservation status on both sides of the borough boundary. The open space’s ownership and management by Lambeth does not make Lambeth the planning authority for every nearby private address.
Lambeth’s conservation-area profiles separately name Clapham, Clapham High Street, Clapham Park and Northbourne Road, Clapham Road and The Chase. Wandsworth’s Clapham Common designation has a different mapped extent. Establish the exact designation, authority and property before using an appraisal to frame external alterations, roof forms, windows, boundary treatment or earlier work.
The boundary distinction is deliberate: Clapham locality, borough statistics, planning authority and conservation map are four different layers. None is a diagnosis of fabric or compliance.
Prepare the Clapham request
Provide the full address and confirmed planning authority; property form and tenure; approximate age and evidence source; inspectable roof, subfloor, basement, elevations, common parts and grounds; known extensions, conversion, loft, basement or wall removals; planning and Building Control references; completion or approver documents; exact conservation result; lease and management papers; known damp, movement, decay or repair history; intended works; and earlier reports.
