RICS describes Level 3 as its most comprehensive Home Survey report and records RICS Building Survey as the former name. Age, construction, size, condition, complexity, significant alterations and intended major work may support considering it. A Teddington address or riverside label cannot make Level 3 automatic.

Use current policy and basement controls precisely
Richmond’s Adopted Local Plan page records adoption of the 2024-to-2039 plan on 7 October 2025. It replaced the 2018 plan and former area action plans. A historic application may still rely on older policy, but the previous plan should not be described as current.
The council’s basement Article 4 page explains that its flood-hazard and non-flood directions together cover the borough, with planning permission required for the mapped basement development from 1 April 2018. The Teddington Lock appraisal covers a different riverside area on both sides of the Thames. It adjoins the High Street area and has its own boundary and appraisal, also adopted on 30 March 2023. Neither designation applies town-wide.
Check the complete address against the current map, statutory and local lists, Buildings of Townscape Merit evidence and any Article 4 control.
