Building Survey Merton: Build a Borough-Wide Evidence Brief

A building survey in Merton needs an address-led brief. This page concerns the whole London Borough of Merton; Wimbledon is one locality within the borough, not a synonym for it. A borough statistic or policy cannot identify the construction, alterations or present condition of an individual home.

Scope the real building, not a locality label

RICS describes Level 3 as its most comprehensive Home Survey report, formerly called an RICS Building Survey. Age, alteration, unusual construction, size, poor condition or planned major work may make that level worth considering, but the decision still depends on the actual property and instruction.

The Level 2 vs Level 3 survey comparison sets out the scope difference. Level 3 is detailed yet visual, with permission, safety and access limitations. Visible services are observed rather than tested, and repair-cost advice is a separately agreed extra. For a house, state whether roof spaces, subfloors, drains, side and rear elevations and any basement can be reached. For a flat or conversion, identify the demise, floor, block position, freeholder or managing agent and permissions for roof, façade, common parts, plant, basement and grounds. List extensions, lofts, removed walls, chimney alterations and drainage changes before the appointment.

Translate the borough figures into questions only

The exact ONS Census 2021 TS044 result records 81,728 Merton households. The stated accommodation groups include 29,176 households in terraced houses, 23,191 in purpose-built flats or tenements, 15,514 in semi-detached houses and 7,515 in converted or shared houses.

The VOA Council Tax stock release records 87,780 Merton domestic properties at 31 March 2025. Rounded categories include 37,400 terraced, 36,690 flat or maisonette and 9,660 semi-detached properties. It records 10,720 properties in the 1919-to-1929 group and 21,560 in the 1930-to-1939 group.

ONS counts households at Census Day; VOA counts later Council Tax properties. The different totals are expected. Neither source dates the building, proves its form or reveals its condition. Use them to prompt tenure, shared-fabric, access and alteration questions.

Use Merton’s adopted basement policy to request records

Merton’s new Local Plan page records adoption on 20 November 2024 and identifies the older plan documents it replaced. Applications validated after that date are assessed against the adopted plan, while older decisions need their decision-date framework.

Policy D12.11 is unusually explicit about basement submissions. It calls for four separate documents: a Basement Impact Assessment, Drainage Strategy, outline Construction Method Statement and Construction Traffic Management Plan. It also addresses one-storey and footprint limits and says no new basement or subterranean development will be permitted under the public highway.

Those requirements create a document checklist, not a condition verdict. For below-ground work, seek the approved set, site investigation, structural design, waterproofing and drainage information, construction records, Building Regulations route, inspection history and completion evidence. A policy-compliant application does not prove that the finished work matches the design or remains sound.

Account for register cut-offs and separate approvals

Merton’s planning-register page states that the Regulatory Services Hub includes applications validated after 1 July 2008. Older applications are obtained through Development Control. Search the exact address and known references, and inspect decision notices, conditions and approved drawings rather than inferring completeness from the portal.

The council’s Building Notice guidance requires inspections at agreed notifiable stages and a requested final inspection before a Completion Certificate is issued. Other approval routes may apply, so ask which route was used rather than expecting one document type.

Resolve the heritage result at the address

Merton’s conservation-area page publishes area information and identifies Article 4 directions in John Innes Merton Park and Wilton Crescent. Confirm the live map and instrument for the property; neither place names nor borough figures establish coverage.

If relevant, provide the appraisal, consent history and details of windows, roofs, façades, boundaries and materials. Heritage status can change the record questions without diagnosing the fabric or dictating the survey level.

Prepare the Merton request

Provide the full address and locality; property type, tenure, floor and block position; approximate age with source; access to roof spaces, subfloors, drains, basements, elevations, common parts and grounds; extensions, conversions, lofts, basements or removed walls; planning decisions and drawings; Building Control, structural and completion records; exact heritage result; management information; known damp, movement, cracking, decay or repair history; intended work; and previous reports.

Submit a Merton Level 3 survey request with that material. Ask each proposal to define access assumptions, inspection limits, the report and separately agreed services. The marketplace can administer the request but does not provide the survey.
