Building Survey Surbiton: Match the Record to the Exact Property

A building survey in Surbiton needs to distinguish the town centre, adjoining conservation areas, suburban streets, shared buildings and the separate Seething Wells site. These labels point to possible records; they do not describe the construction or condition of the subject.

The exact ONS Census 2021 TS044 result records 65,626 Kingston upon Thames households: 20,797 in semi-detached houses, 19,535 in purpose-built flats or tenements, 11,300 in terraced houses and 8,284 in detached houses.

The VOA Council Tax stock release records 70,440 borough domestic properties at 31 March 2025. Rounded categories include 29,190 flats or maisonettes, 18,470 semi-detached houses and 13,920 terraced houses; the 1930-to-1939 group contains 19,730.

The datasets use different dates and units. Both cover the whole Royal Borough, not Surbiton alone. They cannot identify a subject’s age, form, tenure, alterations or condition. Confirm those facts directly.

State the available access

For a house, identify loft, subfloor, drainage, roof, chimney, garage, outbuilding, side and rear access and any extension or basement. Kingston’s Adopted Development Plan page identifies the current documents, while the replacement Local Plan page records Regulation 19 consultation from 6 July to 4 September 2026. The proposed plan had not replaced adopted documents when checked on 26 August.

The Planning and Building Control index keeps applications, maps, Building Control and land charges separate. The council’s property-history guidance says online history contains some notices and completion certificates for applications since 2002, with retention and access qualifications. Treat an absent portal document as a gap, not proof that work lacks approval or is defective.

Distinguish Surbiton’s mapped controls

Kingston’s Surbiton Town Centre conservation page records a 5.2-hectare area containing 311 properties, designated in June 1991. It describes nineteenth-century residential-to-commercial change around the relocated station and lists St Andrew’s Square, Claremont Road and Victoria Avenue as adjacent areas.

The same page records no Article 4 direction for the town-centre conservation area. Kingston publishes a separate Seething Wells Article 4 direction for the former filter beds. “Surbiton” does not transfer that direction to another address, and an adjacent conservation-area name does not establish the subject’s designation. Prepare the Surbiton request
