Building Survey Battersea: Define the Building Before Using Borough Evidence

A building survey in Battersea should start with the actual form, tenure and access of the subject, not a general picture of Wandsworth. A riverside apartment, converted house, terrace and later infill block can present different common-part, roof, external-wall and alteration questions. The public datasets below describe the borough; they do not diagnose a Battersea property.

Match the inspection depth to the subject

RICS describes Level 3 as its most comprehensive Home Survey report and records RICS Building Survey as the former name. Age, size, condition, complexity, originality, intended works and the client’s needs help determine whether that service is appropriate. A postcode, conservation designation or construction-period statistic cannot make the decision.

Keep Wandsworth-wide evidence at borough scale

The exact ONS Census 2021 TS044 result records 137,393 Wandsworth households. It includes 66,056 households in purpose-built flats or tenements, 24,263 in converted or shared houses and 30,521 in terraced houses.

The VOA Council Tax stock release records 157,970 Wandsworth domestic properties at 31 March 2025. Its rounded type table includes 113,050 flats or maisonettes and 35,440 terraced properties; the largest stated grouped construction period is pre-1900 at 50,840.

ONS counts households at Census Day. VOA counts later Council Tax properties and rounds its components. Neither dataset isolates Battersea, joins a flat to its freehold structure, records a conversion’s approvals or identifies the materials and condition of one building. Supply those facts from the address, lease, plans, records and inspection.

Resolve access in flats and altered houses

For a flat, state its floor and block position, demise, lease structure, managing-agent contact and access to common halls, roof, basement, plant, external walls and grounds. Include planned-major-work papers, fire or external-wall information held, and any known leak, cracking or repair history. A detailed service cannot inspect a locked roof or a façade that can be seen only from restricted land.

For a house or conversion, identify roof-space and subfloor access, lower-ground or basement rooms, rear and side elevations, extensions, loft work, removed walls and retained chimney fabric. Ask the proposal to distinguish what will be entered, opened where ordinarily available, observed from a representative position or excluded.

Reconcile planning, Building Control and search records

Wandsworth’s current Local Plan page says only six policies were superseded by the March 2026 Partial Review. That version control matters when an older decision or report is compared with current policy, but policy does not prove how work was built.

The council’s Planning and Building Control index separates planning applications, Building Control and local land charges. Search the address and each known work in the appropriate record. A planning permission is not a Building Regulations completion record; neither establishes present condition or confirms that concealed work matches a drawing.

Wandsworth’s CON29 guidance identifies matters not necessarily found on legal registers, including proposed tree-preservation orders, notices, roads and proposed enforcement. The conveyancer interprets legal searches. The survey brief should flag missing, conflicting or incomplete alteration evidence for scoped advice.

Check the mapped Battersea designation

The conservation-area directory publishes separate Battersea Park and Battersea Square appraisals. Check the live map for the full address rather than writing “Battersea conservation area” into a brief.

The Shaftesbury Park Estate record lists mapped Article 4 controls for specified visible exterior, roof, porch, boundary, demolition and painting work. Establish whether the address and operation are covered. Conservation or Article 4 evidence informs alteration history; it is not a defect finding.

The distinction is deliberate: Wandsworth-wide evidence, a Battersea address and the Shaftesbury Park map each have different boundaries. None can substitute for inspection of the subject fabric.

Prepare the Battersea request

Provide the full address; property form and tenure; floor and block position; approximate age and evidence source; inspectable roof, basement, subfloor, elevations, common parts and grounds; known conversion, extension, loft or lower-ground work; planning and Building Control references; completion or approver documents; conservation and Article 4 results; lease and management papers; known cracking, damp, decay or movement; intended works; and earlier reports.
