Building Survey Putney: Map the Designation and Inspectable Fabric

A building survey in Putney should distinguish a flat, conversion, terrace, detached or semi-detached house and later development before borough information is used. Tenure, roof and basement access, alterations and mapped controls can change within short distances. The Putney label cannot resolve any of them.

Decide the service level from the subject

RICS describes Level 3 as its most comprehensive Home Survey report and records RICS Building Survey as the former name. Age, size, condition, complexity, originality, intended works and the client’s needs help determine suitability. A conservation-area name or borough stock group does not.

Treat Wandsworth totals as borough prompts

The exact ONS Census 2021 TS044 result records 137,393 Wandsworth households. It includes 66,056 households in purpose-built flats or tenements, 24,263 in converted or shared houses and 30,521 in terraced houses.

The VOA Council Tax stock release records 157,970 Wandsworth domestic properties at 31 March 2025. Its rounded type table includes 113,050 flats or maisonettes and 35,440 terraced properties; pre-1900 is the largest stated grouped period at 50,840.

ONS households and VOA properties use different dates and definitions. Neither is a Putney-only count or evidence of an address’s form, period, construction or condition. Verify those matters from the subject, title and alteration documents.

Set the access boundary before the visit

For a house, identify loft, subfloor, basement, drain-chamber, roof, rear and side access and all extensions or removed structural fabric. For a flat, state the demise, floor and block position, managing party and access to common roofs, external walls, basements, plant, stairs and grounds.

Give each proposal the same known leak, cracking, repair, planned-work and alteration history. Ask it to say which areas will be entered, opened where ordinarily available, viewed from the subject or public land, or excluded. Shared ownership and locked areas remain material limitations even for a detailed service.

Wandsworth’s current Local Plan page confirms that only six policies were superseded in March 2026. Policy LP6 therefore remains current when basement records are interpreted, but compliance with policy is not proof of construction quality or current condition.

The Planning and Building Control index separates applications, Building Control and local land charges. Search known extensions, lofts, basements, conversions and structural changes in the appropriate record. Keep an unexplained mismatch as a question rather than calling the work approved or unauthorised.

The council’s CON29 guidance lists matters not necessarily found on legal registers, including proposed tree-preservation orders, notices, roads and proposed enforcement. Legal interpretation belongs to the conveyancer; physical implications and access belong in the survey scope.

Do not flatten Putney’s mapped controls

The conservation-area directory contains six named Putney conservation areas: East Putney, Oxford Road, Putney Embankment, Putney Heath, Putney Lower Common and West Putney. Check the exact property against the current map and its own appraisal.

The Putney Lower Common Article 4 page identifies 15 to 36 Commondale, not every Putney address. It lists specified exterior, roof, porch, hard-surface, boundary, demolition and painting work. Six named Putney conservation areas and 15 to 36 Commondale require an address-led check; neither label establishes a defect.

Prepare the Putney request

Provide the full address; property form and tenure; floor and block position; approximate age and source; access to roof, basement, subfloor, drains, elevations and common parts; known conversion, extension, loft or basement work; planning, Building Control and completion references; conservation, listed and Article 4 results; lease and management papers; known cracking, damp, decay or movement; intended works; and earlier reports.
