Building Survey Belgravia: Separate the Address, Estate and Authority Layers
A building survey in Belgravia should not treat the district as one administrative or physical unit. The wider place label meets the City of Westminster and the Royal Borough of Kensington and Chelsea. Within an individual building, freeholder, leaseholder and estate records can add another layer. A useful Level 3 instruction separates all of them.

Establish why the subject needs Level 3
RICS describes Level 3 as its most comprehensive Home Survey report and records the former name RICS Building Survey. It gives older, larger, unusual, altered or run-down buildings and planned major work as examples, while making age, size, condition, complexity and originality part of the selection decision.

Describe the actual building rather than relying on stucco, terrace or mansion-block shorthand. State tenure, floor and block position, known alterations, roof and basement arrangement, and which common or retained parts can be entered. Provide estate or management material where held.
Resolve the Westminster-RBKC seam
RBKC’s adopted Sloane Square Conservation Area Appraisal places Westminster’s Belgravia Conservation Area immediately east of the Royal Borough boundary. That official context is enough to reject an authority assumption based only on the word Belgravia.
Confirm the complete address. Use Westminster’s planning search for a Westminster site and the RBKC Planning Portal for an RBKC site. Match the property, decision, conditions and drawings. Planning evidence may explain a conversion, extension, basement, window or roof proposal, but it does not prove how the work was executed or its present condition.
Keep two authority datasets separate from Belgravia
Exact ONS Census 2021 TS044 results record 94,814 Westminster households and 66,884 Kensington and Chelsea households. Purpose-built-flat households number 66,514 and 37,911 respectively; converted or shared-house households number 15,302 and 15,720. These are separate borough-wide figures, not components of a Belgravia total.
The VOA stock release records 132,280 Westminster and 89,270 Kensington and Chelsea domestic properties at 31 March 2025. Rounded flats or maisonettes number 117,960 and 73,030. Pre-1900 is the largest stated grouped period in both authority rows, at 58,390 and 55,850.
ONS households and VOA Council Tax properties use different dates and universes. Neither proves the subject’s construction date, subdivision, tenure, alteration history, shared repair exposure or physical condition. Their proper use is to support careful scoping, not to manufacture a neighbourhood statistic.
Make the wider building inspectable on paper first
For a flat, define whether the surveyor can inspect the entrance, stairs, service cupboards, roof, parapets, rear elevation, lightwells, basement, vaults, balconies, courtyard and grounds. If only the apartment is accessible, ask the proposal to state that limit and avoid conclusions about unseen common fabric.
Supply the lease plan, management pack, current and planned major-work information, insurance or fire documents held, and previous specialist reports. Identify reported leaks, cracking, corrosion, movement or decay and whether they affect the demise or shared parts. A landlord approval or estate licence may explain consent; it is not a physical-condition certificate.
Reconcile permissions and completion evidence
Westminster and RBKC publish different Building Control routes. Westminster’s Building Control page searches applications by keyword, reference, postcode or address. RBKC’s Building Control page links its application, decision and contravention search. Confirm the responsible body and the work described.
Each authority also has its own land-charge service. Westminster explains official and personal searches. RBKC explains LLC1, CON29R and CON29O and requests a comprehensive address including floor levels for flats and maisonettes. The conveyancer interprets these searches, title and lease liabilities; the surveyor relates available records to visible condition within the agreed scope.
Heritage controls are address-specific too. Westminster records the made Belgravia Neighbourhood Plan, while conservation and Article 4 material follows mapped boundaries. The RBKC side has its own Local Plan, conservation areas and directions. Never apply one authority’s policy to a property in the other.

Provide the full address and authority; property type, floor and tenure; approximate age and source; parts available for inspection; planning, landlord and Building Control references; listed and conservation status; lease and management records; known defects; intended works; and any structural, damp, roof or drainage reports held.
