Building Survey Chelsea: Use the Royal Borough Records by Address
Chelsea is a neighbourhood, not a statistical local authority and not one conservation area. Most official housing totals used in this Chelsea building survey guide cover the whole Royal Borough of Kensington and Chelsea. They must not be presented as Chelsea-only evidence or as facts about one property. At the Chelsea Harbour and Lots Road edge, even the local planning authority should be confirmed from the complete address.

Do not let the postcode select the service
RICS calls Level 3 its most comprehensive Home Survey report and records RICS Building Survey as the former name. Its consumer guide points to large, older, unusual, altered or run-down buildings and planned major works as examples. It says the appropriate level generally depends on age, size, condition, complexity and originality.

RICS’s Home survey standard page, updated 17 June 2026, says members should keep using the first edition until the second edition becomes fully effective. The terms should identify the edition, inspection limits, report format and agreed additions.
Agree access before expecting detail
The current RICS Level 3 inspection scope is visual and subject to permission, safety, accessibility and risk of damage. Fixed finishes and secured panels are not automatically opened. Visible services are observed rather than specialist-tested, and repair-cost advice is additional unless agreed.
For a flat or converted building, establish access to roofs, external elevations, basement areas, common halls, plant rooms, gardens and drainage. For a house, clarify roof-space, subfloor, rear and below-ground access. Label every borough statistic correctly
The exact ONS Census 2021 TS044 result records 66,884 households across Kensington and Chelsea borough. Of these, 37,911 were in purpose-built flats or tenements, 15,720 in converted or shared houses and 8,561 in terraced houses. The remaining five categories total 4,692. None of these is a Chelsea-neighbourhood count.
The later VOA Council Tax stock release records 89,270 domestic properties across the borough at 31 March 2025. Rounded types include 73,030 flats or maisonettes and 12,060 terraced properties, with much smaller semi-detached, detached and bungalow groups. Pre-1900 is the largest stated build-period group at 55,850.
ONS households and VOA Council Tax properties have different units and dates. The totals cannot be combined, narrowed to Chelsea or applied to an address. Their useful message is procedural: establish whether the subject is a purpose-built flat, conversion, terrace or another form, then plan access and responsibility around that evidence.
Follow the Royal Borough’s separate record trails
RBKC’s planning-and-building-control hub links planning-application searches, building-control material and Local Land Charges as separate services. Search planning decisions, drawings, conditions and amendments for the address, but do not treat them as proof of building-regulations approval or construction quality.
The same hub provides distinct searches for building-control applications, decisions and contraventions. Request the completion and inspection material, structural and waterproofing information, guarantees and competent-person records that correspond to visible work. A record shows an administrative event; it does not prove that concealed construction remains defect-free.
Local Land Charges answer different property questions again. Title review, leases, planning, building control and the visual survey belong to different professional tracks. A Level 3 report can identify visible concerns and recommend enquiry, but it does not determine ownership, consent validity or repairing liability.
Chelsea is not one conservation area
RBKC’s conservation appraisal directory publishes separate records for Chelsea, Chelsea Estates, Chelsea Park Carlyle, Cheyne, Royal Hospital, Sloane Square, Sloane Stanley and Thames, among others. Each address must be checked against the current boundary and relevant document. A Chelsea marketing label does not identify the designation.
Heritage material can guide questions about traditional masonry, stucco, roofs, windows, mews or later additions, but it does not identify the fabric or defects of a subject building. Supply the exact map and list results and the consent trail for visible alterations. Check any Article 4 direction separately rather than assuming conservation designation and permitted-development controls are identical.
Treat basement and flood documents as evidence, not assurance
RBKC adopted its Local Plan on 24 July 2024. Its basement policy addresses structural stability, nearby buildings, infrastructure and sewer flooding. For an existing lower-ground or basement area, planning requirements should lead to requests for approved drawings, engineering, construction-method, waterproofing, monitoring, completion and repair material. They do not certify current condition.
Agree how accessible below-ground rooms, light wells, retaining walls, external levels, pumps and drainage will be considered. Structural engineering, drainage testing and waterproofing investigation are separate services where recommended.
Use the Environment Agency long-term flood-risk service, formal searches and the property’s own water-entry, drainage, insurance and repair history. The service warns that it cannot predict whether an individual property will flood.
Prepare the Chelsea instruction
Provide the complete address and confirmed authority; property form, tenure and approximate period; exact conservation, listing and Article 4 results; known roof, rear, internal or basement alterations; planning and building-control documents; common-part and exterior access; damp, leaking, cracking, drainage or movement concerns; and intended works. Say whether valuation, repair costs, testing or intrusive investigation is requested.
