Building Survey Marylebone: Map the Planning Authority and the Shared Fabric

A building survey in Marylebone needs two boundaries defined before inspection: the physical boundary of the home within its building and, for planning evidence, the boundary of the Oxford Street Mayoral Development Area. Neither can be read safely from “Marylebone” alone.

Choose detail from the building, not the district name

RICS describes Level 3 as its most comprehensive Home Survey report and notes that the former name was RICS Building Survey. Age, size, condition, complexity, originality and intended major works are relevant factors. They need evidence at the subject property.

For a mansion flat, converted townhouse or mixed-use building, identify the demise and the wider elements whose condition may affect it. Ask about access to roofs, rear elevations, lightwells, basements, vaults, balconies, service cupboards and common circulation. Supply the lease plan, management information and any planned-major-work, fire or external-wall documentation held.

Treat Oxford Street as a mapped gateway, not a straight line

Westminster’s official boundary map shows the Oxford Street Mayoral Development Area following a non-uniform shape through and around individual blocks. Westminster’s current planning landing page says the Oxford Street Development Corporation became the local planning authority for all planning matters inside that area on 10 August 2026.

This matters to a Marylebone record search. A property north or south of Oxford Street cannot be assigned to a planning authority by a rough compass rule. Check the exact parcel against the map. If it is inside the area, use the OSDC planning service; if not, use Westminster’s register. Record which authority decision and documents relate to the subject.

The transfer concerns planning matters in the mapped area. It should not be expanded into a claim that every Building Control, land-charge, title or management record transferred. Search each evidence system on its own terms.

Use Westminster statistics as context only

Marylebone has no separate ONS TS044 lower-tier-authority row. The exact Westminster result records 94,814 households, including 66,514 in purpose-built flats or tenements and 15,302 in converted or shared houses. It also records 6,849 terraced-house households. These are borough-wide observations.

The later VOA stock release records 132,280 Westminster domestic properties at 31 March 2025. Its rounded table includes 117,960 flats or maisonettes, and pre-1900 is the largest stated grouped construction period at 58,390.

The ONS and VOA universes differ: households at Census Day versus Council Tax properties at a later date, with rounded VOA components. Neither establishes the subject’s date, form, tenure, height, structure, alteration history or condition. Do not present either as a Marylebone estimate.

Follow the evidence trail through four custodians

Planning is the first custodian. Westminster’s search guidance supports reference, postcode, address, property and map searches. It provides documents from May 2000 and cautions that earlier online records may be incomplete. OSDC supplies the route for a site inside its boundary.

Building Control is the second. Westminster’s Building Control page provides its own search by keyword, reference, postcode or address. Match relevant entries and completion evidence to visible alterations, but do not assume every project used the council as building-control body.

The conveyancer and land-charge service form the third. Westminster’s local land-charge page distinguishes official and personal searches and identifies LLC1 and CON29 components. Title, lease covenants, responsibility for shared repair and search implications sit outside a visual condition survey.

The freeholder or managing agent is often the fourth. Ask for approvals, major-work programmes, service-charge information and reports on the retained structure or common parts. Landlord approval, planning permission and a completion certificate answer different questions; none proves present condition.

Resolve heritage at address level

Marylebone is not a single conservation area. Westminster publishes separate material for Harley Street, East Marylebone, the Portman Estate and Dorset Square, among other designations. The city also maps Article 4 directions. Confirm the exact conservation area, listed entry and relevant direction rather than applying one neighbourhood-wide assumption.

Heritage material can help the surveyor understand retained fabric and alteration constraints. It does not permit inaccessible areas to be reported as inspected and does not establish repair responsibility under a lease.

Package the Marylebone instruction

Provide the full address and mapped planning authority; property type and tenure; building height and floor; approximate date with its source; inspectable common parts; known conversion, extension or structural work; planning and Building Control references; conservation and listed status; lease and management documents; known leaks, cracking, movement or decay; intended work; and existing specialist reports.
