Building Survey Notting Hill: Resolve the Address Before Interpreting the Records

A building survey in Notting Hill is a RICS Level 3 Home Survey scoped for the subject property, not a generic verdict about W11 or W2. The place name reaches a boundary between the Royal Borough of Kensington and Chelsea and the City of Westminster. That boundary changes which planning, Building Control, land-charge and conservation records need to be checked.

Decide whether Level 3 matches the property

RICS describes Level 3 as its most comprehensive Home Survey report and records RICS Building Survey as the former name. Its consumer guide points to large, older, unusual, altered or run-down buildings and planned major works as examples. The address label alone cannot select it.

Confirm which council holds the records

RBKC’s adopted Pembridge appraisal places Pembridge on the Royal Borough’s eastern edge and shows Westminster conservation areas immediately beyond it. A Notting Hill estate-agent description, postcode or station reference is therefore not a safe authority test.

Confirm the complete address before searching. For an RBKC property use the Royal Borough’s planning portal; for a Westminster property use the council’s planning register. Planning records may explain extensions, conversion, windows, roof work or basement proposals. A permission and its drawings do not prove that the approved work was carried out, complied with Building Regulations or remains defect-free.

Westminster also states that, from 10 August 2026, the Oxford Street Development Corporation is the planning authority for sites inside its mapped Mayoral Development Area. The boundary must be checked rather than inferred from a nearby street name.

Keep the two housing datasets in their proper units

Exact ONS Census 2021 TS044 results record 66,884 households in Kensington and Chelsea and 94,814 in Westminster. Purpose-built flats account for 37,911 in the former and 66,514 in the latter; converted or shared houses account for 15,720 and 15,302. These are two whole-authority observations. They are not a Notting Hill total and do not describe the subject building.

The later VOA Council Tax stock release records 89,270 domestic properties in Kensington and Chelsea and 132,280 in Westminster at 31 March 2025. Its rounded type table records 73,030 and 117,960 flats or maisonettes respectively. Pre-1900 is the largest stated grouped period in each authority, at 55,850 and 58,390.

ONS counts households at Census Day. VOA counts Council Tax properties at a later date and rounds its components. Do not combine the denominators or convert either authority row into a neighbourhood estimate. Use the figures only to explain why tenure, conversions, shared fabric and access need deliberate treatment.

Define the inspectable building, not only the demised flat

For a flat or converted house, provide the lease plan and identify the parts available for inspection: the apartment, communal circulation, roof spaces, elevations, lightwells, basement areas, balconies, terraces, grounds and service spaces. State whether access depends on a managing agent or freeholder and whether major-work, fire, external-wall or previous specialist reports are held.

Ask the proposed surveyor to record any representative inspection and every excluded element. A condition inside one flat cannot establish the condition of concealed structure, another demise or an inaccessible roof. Conversely, an authority-wide prevalence of flats cannot prove the subject’s tenure, construction or condition.

RBKC’s Building Control page and Westminster’s Building Control page provide their own application searches. Match planning references, Building Control entries and completion evidence by address and work description; do not treat one record as a substitute for another.

The councils also run separate land-charge services. RBKC explains that an official search can comprise LLC1, CON29R and CON29O and asks for a comprehensive address including floor level for flats. Westminster provides official and personal search routes. Conveyancers determine title, lease liability and search implications; the surveyor comments on visible physical evidence within the agreed scope.

Conservation must also be resolved at property level. RBKC publishes separate Colville, Ladbroke, Pembridge and Norland material plus scheduled Article 4 directions. Westminster has its own conservation map and special controls. A conservation-area label, planning decision or lease consent does not itself establish current condition.

Prepare a reviewable Notting Hill request

Provide the full address and confirmed authority; property form and tenure; approximate age and source; known conversions or structural alterations; planning and Building Control references; listed or conservation status; lease, management and major-work papers; signs of leaks, movement, damp or decay; intended works; and access limitations. Ask each proposal to identify the report edition, inspection assumptions, exclusions and any separate valuation, reinstatement-cost or repair-cost service.
