Building Survey Mayfair: Resolve Authority, Tenure and Shared Fabric

A building survey in Mayfair may concern a whole townhouse, a flat in a converted building, a mansion block, mixed-use premises or a property with vaults and extensive alteration history. “Mayfair” can also refer to a market description, the mapped neighbourhood-plan area or a conservation designation. Establish the subject, ownership and public-record authority before scoping inspection.

Select the service from the property evidence

RICS describes Level 3 as its most comprehensive Home Survey report and records RICS Building Survey as its former name. Age, size, condition, complexity, originality, intended works and client requirements are relevant. A prestigious address, listed entry or historic appearance cannot select the service by itself.

Keep Westminster statistics out of the property description

The exact ONS Census 2021 TS044 result records 94,814 Westminster households. It includes 66,514 households in purpose-built flats or tenements, 15,302 in converted or shared houses and 6,849 in terraced houses.

The VOA Council Tax stock release records 132,280 Westminster domestic properties at 31 March 2025. Its rounded type table includes 117,960 flats or maisonettes, and its largest stated grouped construction period is pre-1900 at 58,390.

The sources use different dates and units. Neither is a Mayfair estimate or evidence that the subject is old, converted or a flat. Confirm the original and current use, structural form, subdivision, tenure, alteration sequence and condition from the building and its records.

Define demise and permission to inspect

For a flat, supply the lease plan, floor and block position, freeholder or managing-agent contact, repairing responsibilities and access to common roofs, façades, stairs, basements, vaults, plant and courtyards. Identify any shared services, planned-major-work papers and external-wall or fire information held.

For a whole building, record occupancy and access to every floor, roof space, basement, vault, lightwell, rear elevation and service area. State whether fitted finishes, stored contents or commercial occupation limit the visit. The report can describe an access limitation; it cannot infer concealed construction from status or borough statistics.

Use the correct current record and authority

Westminster’s planning-policy page records adoption of the current City Plan on 21 January 2026. A separate new-plan process is under way, but that emerging work has not displaced the adopted 2026 plan. Record the document date when interpreting an alteration or application.

The OSDC planning service tells users to check its boundary map and keeps historical applications on the original Westminster or Camden register. Northern Mayfair can fall inside that mapped planning area. The Mayfair Neighbourhood Area and the OSDC boundary answer different questions: one determines an adopted policy layer, while the other determines the current planning decision-maker.

Search planning, Building Control and approval records for each known alteration. Consent does not prove workmanship, completion or present condition. An absent result should remain a record gap until the right custodian and address history have been checked.

Match Mayfair heritage controls to the address

Westminster formally made the Mayfair Neighbourhood Plan on 24 December 2019. Apply it only inside its mapped area and use it alongside the current City Plan.

The council publishes a Mayfair Conservation Area map and warns that older audits can cite superseded policy. Its Article 4 page records a city-wide basement direction from 31 July 2016. These may identify consent questions; neither is evidence of a defect.

Prepare the Mayfair request

Provide the full address; property form, original and current use, tenure and demise; floor and block position; approximate age and source; access to roofs, façades, basements, vaults, lightwells, plant and common parts; known subdivision, structural alteration or change of use; current and historic planning authority; planning, Building Control and completion references; neighbourhood, conservation, listed and Article 4 results; lease and management papers; known cracking, damp, decay or movement; intended works; and earlier reports.
