Building Survey Paddington: Fix the Address Boundary and Access Scope

A building survey in Paddington can concern a converted terrace, mansion-block flat, later apartment building, mixed-use premises or a property around the station and basin. The place name covers several planning and conservation descriptions. It does not establish the building form, authority, accessible fabric or alteration record.

Choose the service from complexity and intended work

RICS describes Level 3 as its most comprehensive Home Survey report and records RICS Building Survey as the former name. Age, size, condition, complexity, originality, planned major works and client needs inform the choice. A station-area label, conservation name or borough age profile does not.

Use Westminster-wide figures only as prompts

The exact ONS Census 2021 TS044 result records 94,814 Westminster households. It includes 66,514 in purpose-built flats or tenements, 15,302 in converted or shared houses and 6,849 in terraced houses.

The VOA Council Tax stock release records 132,280 Westminster domestic properties at 31 March 2025. Its rounded type table includes 117,960 flats or maisonettes, while pre-1900 is its largest stated grouped construction period at 58,390.

ONS households and VOA Council Tax properties have different dates and categories. Neither isolates Paddington or identifies the subject’s structural frame, original use, conversion history, tenure or condition. Supply those details from the building and documents.

Make shared-building access explicit

For a flat, give the floor and block position, lease plan, freeholder or managing-agent contact and access arrangements for common roofs, façades, stairs, basements, plant, courtyards and below-ground areas. Add planned-major-work papers, external-wall or fire information held, and known leak or repair history.

For a house or mixed-use building, identify which floors, roof spaces, lower-ground rooms, vaults, lightwells, rear elevations and commercial areas can be inspected. Ask the proposal to separate accessible fabric, representative viewing positions and exclusions. A detailed report cannot overcome withheld permission.

Distinguish adopted policy, an evolving plan and authority

Westminster’s planning-policy page records the current City Plan’s adoption on 21 January 2026. Cite the applicable version when reviewing historic or proposed work; a new-plan process remains emerging.

The Paddington Place Plan is described by the council as evolving. It is intended to deliver adopted opportunity-area and economic-development policies, but it is not itself an adopted neighbourhood plan. The OSDC planning service requires a boundary-map check for current jurisdiction and leaves historical cases on the original register.

An evolving Paddington Place Plan, the current planning authority and an address-level planning history are separate records. None is a property record proving how an extension, conversion or structural change was built.

Match conservation and Article 4 evidence exactly

Westminster’s conservation index lists Paddington Green and Westbourne separately, with Bayswater in its other alphabetical section. It warns that older audits can cite policies predating the current framework. Use each record for its proper date and mapped boundary.

The council’s Article 4 page records a city-wide basement direction and a narrow minor-alteration direction for front gardens at 168 to 208 even Sussex Gardens. Confirm the exact address and work; do not extend the narrower control to Paddington as a whole.

Prepare the Paddington request

Provide the full address and current authority; property form, original and current use, tenure and demise; floor and block position; approximate age and source; access to roof, façades, basement, vaults, lightwells, plant and common parts; known subdivision, extension or structural work; planning, Building Control and third-party approval references; conservation, listed and Article 4 results; lease and management papers; known cracking, damp, decay or movement; intended works; and earlier reports.
