Building Survey Westminster: Trace the Building Through Separate Records

A building survey in Westminster is a property-specific RICS Level 3 Home Survey. Westminster’s borough-wide housing profile can help frame questions, but it cannot identify the subject’s construction, alteration history or condition. The useful work is to define access and reconcile the different records attached to the complete address.

Start from the agreed RICS inspection

RICS calls Level 3 its most comprehensive Home Survey report and says age, size, condition, complexity, originality and planned work normally influence the appropriate service. A period façade, conservation designation or central postcode does not make the choice automatically.

For a flat, the instruction should distinguish the demise from the building. Identify access to common halls, service cupboards, roofs, terraces, façades, lightwells, basements, vaults, parking and grounds. Provide the lease plan, management pack, planned-major-work papers and any fire, external-wall or specialist reports held. Ask the proposal to say how inaccessible shared fabric will be treated.

Read the borough figures without turning them into an address finding

The exact ONS Census 2021 TS044 result records 94,814 Westminster households. It includes 66,514 in purpose-built flats or tenements, 15,302 in converted or shared houses, 1,321 in other converted buildings, 1,957 in commercial buildings and 6,849 in terraced houses.

The VOA Council Tax stock release records 132,280 domestic properties at 31 March 2025. Its rounded type table includes 117,960 flats or maisonettes and 10,200 terraced properties. Pre-1900 is its largest stated grouped period at 58,390.

ONS counts households at Census Day; VOA counts later Council Tax properties and rounds components. The totals are not contradictory or combinable. They cannot show whether the subject is a conversion, has a concrete frame, shares a roof, retains original fabric or has defects. They do support asking precise questions about tenure, common parts and alteration history.

Identify the current planning authority first

Westminster’s planning page states that from 10 August 2026 the Oxford Street Development Corporation is the local planning authority for all planning matters inside its mapped Mayoral Development Area. This creates an address-level gateway: confirm whether the site falls inside that boundary before assuming which planning register and application route apply.

For sites remaining with Westminster, the council’s planning search guidance supports reference, postcode, address, property and map searches. Documents are available for applications from May 2000. Earlier online material may be incomplete and the council points to archived hard-copy records.

Record decisions, conditions, approved drawings and enforcement entries relevant to extensions, conversion, replacement windows, roof or basement work. Then compare them with what is visible. A planning record explains the planning position; it is not a completion certificate or a condition survey.

Build a three-column evidence schedule

Keep planning, Building Control and conveyancing evidence in separate columns. Westminster’s Building Control page provides a search by keyword, reference, postcode or a single address line. Check application descriptions and completion material for relevant work without assuming every alteration used the council service.

The council’s local land-charge page explains official and personal searches and distinguishes LLC1 and CON29. The conveyancer interprets title, lease, charges and liability. The surveyor assesses visible physical evidence inside the agreed inspection. A result in any one column does not close gaps in the other two.

Westminster also records 56 conservation areas and provides an online property map. Some areas have special Article 4 controls. Confirm the subject’s exact designation and listed status; do not infer either from architectural style or a neighbourhood name. Heritage consent and physical condition remain different questions.

Turn the evidence gaps into a useful brief

Supply the full address and current planning authority; property type and tenure; approximate construction date and source; floor and block position; areas available for inspection; known conversions and structural work; planning and Building Control references; listed and conservation status; management and major-work material; known water ingress, cracking, movement or decay; intended alterations; and specialist reports already held.

Ask the proposal to identify the applicable RICS edition, the planned inspection, likely exclusions and any separately priced valuation, reinstatement-cost or repair-cost work. Unknowns should remain explicit rather than being replaced with conclusions drawn from a borough statistic.
