Building Survey Lambeth: Build the Brief Around Access and Records

A building survey in Lambeth should begin with the subject property, not an average borough dwelling. Flats, conversions, terraces and later blocks can place different limits on roof, external-wall, basement, common-part and service access. Public data can identify useful questions, but it cannot diagnose the building.

Start with property form and permissions

RICS describes Level 3 as its most comprehensive Home Survey report and records RICS Building Survey as the former name. Older, altered, unusual, larger or run-down properties and intended major work may support considering that scope. A borough statistic, basement policy or conservation designation cannot select the survey level.

For a flat or conversion, provide the demise, floor and block position, lease, managing-agent contact and planned access to the roof, basement, external walls, common halls, plant and grounds. For a house, identify roof-space, subfloor and drainage access; lower-ground rooms; rear and side elevations; extensions, loft works, removed walls and retained chimney fabric.

Keep the two statistical universes separate

The exact ONS Census 2021 TS044 result records 134,688 Lambeth households. It includes 69,465 households in purpose-built flats or tenements, 27,717 in converted or shared houses and 20,194 in terraced houses.

The VOA Council Tax stock release records 148,470 Lambeth domestic properties at 31 March 2025. Its rounded property-type table includes 113,340 flats or maisonettes and 25,450 terraced houses; its largest stated grouped construction period is pre-1900 at 54,440.

ONS counts households at Census Day. VOA counts later Council Tax properties and rounds its components. Neither source identifies the tenure, conversion history, approvals, materials or condition of one address. Use the figures to prompt questions about shared structure and alteration history, not to infer defects.

Reconcile planning, constraints and construction evidence

Lambeth’s Local Plan page confirms that the 2021 plan remains adopted while a new plan is prepared. Policy Q27 and the adopted basement guidance may be relevant to below-ground alterations, but a planning test is not proof that work matches the approved detail or remains sound.

The council’s planning search contains records from 1986. Lambeth warns that the database is incomplete and not a substitute for a formal land-charge search. Its archive explanation says older files may hold plans and elevations while omitting construction, electrical, plumbing or sewerage detail.

Ask for planning decisions, approved drawings, Building Regulations completion or approver evidence, warranties and lease consents separately. A missing online record is an evidence gap, not proof that work was unauthorized or compliant.

Match heritage evidence to the address

Lambeth’s conservation guidance directs users to the planning database for the property and explains the planning control over relevant demolition. Establish the precise conservation area, listed status, local listing, Article 4 position and planning conditions rather than describing all Lambeth property as protected in the same way.

Heritage status can inform the materials, windows, roofs, façades, boundary treatment and alteration records that deserve attention. It does not establish a defect, prove compliance or expand an inspection beyond access and the agreed terms.

Prepare the Lambeth request

Provide the full address; property form and tenure; floor or block position; approximate age and evidence source; inspectable roof, basement, subfloor, elevations, common parts and grounds; known conversion, extension, loft, basement or wall-removal work; planning and Building Control references; completion or approver documents; exact heritage results; lease and management papers; known damp, cracking, decay or repair history; intended works; and earlier reports.
