Building Survey Holborn: Keep the Building, Authority and Record Systems Separate

A building survey in Holborn should begin with the full address, not the district label. Holborn-related addresses can lead to Camden or City of London records, and a mapped part of Camden now has a different planning authority. The physical inspection boundary inside a dense or mixed-use building is a separate question again.

Match Level 3 to the subject

RICS describes Level 3 as its most comprehensive Home Survey report and records RICS Building Survey as the former name. Older, larger, unusual, altered or run-down buildings and intended major works are examples, but age, size, condition, complexity, originality and the customer’s objectives must be considered at the property.

Resolve three public-record routes

Camden’s Holborn Vision and Urban Strategy was adopted as an SPD on 29 January 2025 and divides its study into seven character areas. It supplies place and planning context, not a substitute for confirming the authority at a complete address.

Use Camden’s planning search for a Camden application unless the parcel falls inside the mapped Oxford Street Development Corporation area. Camden says the planning-power transfer took effect on 10 August 2026. OSDC then handles planning inside its boundary, while HM Land Registry LLC and Camden CON29 responsibilities remain separate. Do not extend that planning transfer to other records without evidence.

For an address in the City, use the Corporation’s planning and property-search services. The City’s property-search page directs LLC1 to HM Land Registry while the Corporation answers CON29. The planning register, Building Control evidence, title, LLC and CON29 answer different questions and should not be treated as one certificate of condition or compliance.

Label the two statistical universes

Exact ONS Census 2021 TS044 results record 92,759 Camden households and 4,914 City of London households. Camden includes 52,159 purpose-built-flat and 24,284 converted or shared-house households. The City includes 4,273 purpose-built-flat households. These are separate authority-wide results, not a combined Holborn measure.

The VOA Council Tax stock release records 113,830 Camden and 8,080 City of London domestic properties at 31 March 2025. Rounded flat or maisonette totals are 98,870 and 7,950 respectively. Pre-1900 is Camden’s largest stated grouped period at 50,910; 1965-72 is the City’s largest at 2,650.

ONS counts households at Census Day and VOA counts later Council Tax properties with rounded component tables. Neither identifies the construction, age, tenure, conversion history, use mix or condition of a Holborn building.

Plan access in a dense or mixed-use building

Identify the demise, floor, use, block position and freeholder or managing agent. State whether shops, offices, common stairs, service zones, basements, roofs, lightwells, courtyards and rear elevations can be inspected. Supply the lease plan, management pack, planned-major-work information, fire or external-wall reports held and licences for alterations where relevant.

Ask the surveyor to distinguish direct inspection, representative viewing and excluded areas. Shared structure and inaccessible commercial or common parts can matter to the scope, but no district statistic fills an access gap.

Reconcile alteration, completion and heritage evidence

For Camden, the council’s Building Control document guidance says drawings and structural calculations are not public records, access depends on ownership or written consent and digitised records begin in 1992. Its certificate guidance directs private-approver records back to that approver. Record an absent document as a gap rather than automatic proof of non-compliance.

Camden publishes a separate Hatton Garden Conservation Area appraisal. The City publishes conservation material including Chancery Lane and separate archaeology guidance. Check the exact parcel, listing, designation and policy. Heritage or archaeological potential informs records and intended works; it does not diagnose the building.

Prepare the Holborn request

Provide the complete address and confirmed authority; whether OSDC planning applies; tenure, use, floor and block position; approximate age and source; accessible roofs, basements, lightwells, elevations, service areas and common parts; known conversions and structural alterations; planning and Building Control references; completion or private-approver evidence; title, LLC and CON29 material held; conservation, listing and archaeology results; management papers; known damp, cracking or decay; intended works; and previous reports.
