Building Survey Camden: Turn a Record-Rich Borough into an Address-Specific Brief
A building survey in Camden should use borough evidence to ask better questions, not to predict the subject property’s condition. Camden has large purpose-built-flat and converted-house household categories, extensive older Council Tax stock and many conservation areas. A Level 3 report still depends on the actual building and the parts the surveyor can safely inspect.

Match the survey level to the evidence
RICS calls Level 3 its most comprehensive Home Survey report and identifies RICS Building Survey as the former name. Large, older, unusual, altered or run-down properties and planned major work are examples, but age, size, condition, complexity and originality need to be evaluated at the subject.

Read the two stock datasets exactly
The exact ONS Census 2021 TS044 result records 92,759 Camden households. Of those, 52,159 are in purpose-built flats or tenements and 24,284 in converted or shared houses. A further 1,650 are in other converted buildings and 2,213 in commercial buildings. Terraced-house households number 7,504.
The VOA Council Tax stock release records 113,830 domestic properties at 31 March 2025. Its rounded type table includes 98,870 flats or maisonettes and 9,740 terraced properties. Pre-1900 is the largest stated grouped period at 50,910.
ONS counts households at Census Day. VOA counts Council Tax properties at a later date and rounds the component tables. They cannot be combined, and neither tells whether a Camden address is purpose-built, converted, listed, altered or defective. Their practical implication is to define tenure, access and common parts early.
Scope access for the actual form of building
For a converted house, identify the flat’s floor, freeholder, other demises, shared roof or basement and the route to rear elevations. For a purpose-built block, add the construction and height if known, balcony and façade arrangement, common circulation, service areas, roof and grounds. For a house, record extensions, loft or basement work and access to subfloor and roof spaces.
Provide the lease plan and management pack where relevant, plus planned-major-work information, fire or external-wall reports held and earlier investigations. Ask the surveyor to state what can be inspected directly, what is seen only from a representative position and what cannot be inspected. A borough percentage cannot fill an access gap.
Reconcile the planning and Building Control histories
Camden’s planning and building landing page links its application search and keeps planning, conservation, Building Control and land charges as distinct services. Search the complete address and record relevant decisions, conditions and drawings for conversion, extension, roof, window or basement work. A planning approval is not evidence of Building Regulations completion.
Camden’s Building Control document guidance says its database can include the work description and validation, start, completion and approved-inspector information. Drawings and structural calculations are not public records; the owner can request them, while another requester needs written owner consent. Records were digitised in 1992 and older material uses a separate search route.
The council’s completion-certificate page says a current-work certificate is issued only after completed-work inspection, receipt of appropriate certificates and payment. Where a Registered Building Control Approver handled the application, the council directs the requester to that approver. Therefore absence from one council file must be recorded as a gap, not treated automatically as proof of non-compliance.
Keep legal searches and conservation separate
Camden’s local land-charge page says the LLC register transferred to HM Land Registry while Camden continues to process CON29. Those components and the title are for the conveyancer to interpret. They do not replace a visual condition assessment.
Camden records 40 conservation areas covering about half the borough and publishes separate appraisals and management strategies. Check the address against the relevant designation, listed-building record and any Article 4 direction. Conservation status may alter consent requirements, but it does not prove the condition of retained fabric.
The Environment Agency’s long-term flood-risk service is another address-led check. Its mapped river, sea, surface-water, reservoir and groundwater outputs are screening evidence, not a diagnosis of damp in the subject. Distinguish external flood pathways from plumbing leaks, condensation, bridged damp-proofing and below-ground defects.
Prepare the Camden request
Provide the full address; property form and tenure; floor and block position; approximate age and source; inspectable common parts; known conversion, extension, loft or basement work; planning and Building Control references; completion and approver information; conservation and listed status; management and major-work papers; flood-screen result; known cracking, movement, damp or decay; intended works; and previous specialist reports.
