Building Survey City of London: Define the Inspectable Building, Not Just the Flat

A building survey in the City of London means a RICS Level 3 Home Survey for a home in the Square Mile. The City is a local-authority area and is not one of London’s 32 boroughs. It does not mean Greater London. For a City flat, the central scoping problem is often how much of the wider building can actually be inspected and how the evidence for alterations is divided between authorities, managers and the seller.

Establish why Level 3 detail is required

RICS calls Level 3 its most comprehensive Home Survey report and records RICS Building Survey as the earlier name. Its consumer guide gives large, older, unusual, altered or run-down properties and planned major works as examples. Age, size, condition, complexity and originality normally influence selection.

The RICS Home survey standard page, updated 17 June 2026, records a transition between editions. The quote and terms should state which edition and report form apply, plus any valuation, cost advice or other addition.

Build an inspection schedule for the block

The current RICS Level 3 inspection scope is detailed but visual. Permission, safety, accessibility and risk of damage impose limits. Fixed finishes and secured covers are not automatically opened, visible services are not specialist-tested and repair-cost advice is included only if agreed.

Before appointment, identify whether the surveyor may see entrance halls, circulation routes, service cupboards, plant areas, roofs or terraces, façades, balconies, basements, parking areas, grounds and refuse spaces. Establish whether a representative view is available where full access is impossible. Provide the lease plan, management pack, major-work information, fire or external-wall material and previous specialist reports where held. Interpret the extreme flat majority carefully

The City Corporation’s role page defines the City, also called the Square Mile, as part of London alongside the 32 boroughs. Confirm that the full address is inside this local-authority area before using City records.

The exact ONS Census 2021 TS044 result records 4,914 City households. Purpose-built flats or tenements account for 4,273; other converted buildings for 272; commercial buildings for 203; and converted or shared houses for 66. Those four flat or maisonette categories total 4,814. Terraced, semi-detached and detached houses total 100.

The later VOA Council Tax stock release records 8,080 domestic properties at 31 March 2025, of which a rounded 7,950 are flats or maisonettes. Its largest stated grouped construction period is 1965 to 1972 at 2,650; pre-1900 accounts for 1,640.

ONS counts households at Census Day. VOA counts Council Tax properties and rounds its components. The totals cannot be combined, and neither proves the construction, height, tenure, alteration history or condition of the subject. They do show why access and shared-fabric limits need explicit treatment.

The City’s Public Access guidance says an application can be searched by address or reference and its plans, submitted documents, decision and progress reviewed. It expressly separates Building Regulations issues from planning considerations. Record the material for layout changes, replacement windows, roof or terrace work, façade changes and conversion.

The City Corporation’s Building Control service can advise, issue formal approval, inspect work and issue a completion certificate where it is the relevant authority. Confirm the responsible building-control body rather than assuming. A planning permission, Building Regulations approval, inspection or completion certificate does not establish present physical condition.

The City’s Property Search Team supplies CON29 searches while HM Land Registry provides LLC1. It also warns that a boundary street can lie partly in the City and partly in a neighbouring authority. The conveyancer should resolve searches, title, lease obligations and repair liability; the Level 3 survey addresses physical evidence within its agreed scope.

Separate estate controls from the survey

The City Corporation’s Barbican home-improvements page says proposed alterations require Landlord’s Approval and may also require listed building consent. It includes a retrospective route where landlord paperwork is missing. Neither route is a condition report, and neither replaces planning or Building Regulations evidence.

The Golden Lane Estate guidelines concern a separately listed mixed-use estate and its own management framework. These are two address-specific examples, not controls for every City home. For either estate or another managed building, obtain the exact landlord, heritage, planning, completion and management records and tell the proposed surveyor which parts of the wider fabric can be viewed.

Prepare the City of London instruction

Provide the full address and authority confirmation; apartment, house or mixed-use setting; tenure and lease plan; building height and access information; approximate construction date with its source; alterations and available approvals; management and major-work material; known leaks, cracking, movement or façade concerns; intended works; and the parts of the wider building that will remain inaccessible. Ask the proposal to state every inspection assumption and additional service.
