RICS’s consumer guidance calls Level 3 its most comprehensive Home Survey report and records the former Building Survey name. It identifies large, old, unusual, altered or run-down buildings and major planned works as examples, while saying age, size, condition, complexity and originality generally determine suitability.

Turn access into an agreed plan

The RICS Level 3 inspection scope is detailed but visual. Permission, safety, access and risk of damage remain limits. Services are observed rather than tested, and fixed finishes, secured hatches or heavy contents are not automatically disturbed.

Neither dataset isolates Bushey. Their units and dates differ and cannot prove the age, materials, alteration history or condition of one home.

Hertsmere directs building-control enquiries to Hertfordshire Building Control. Its application page links a separate historic search. Planning and building control are different records, and an entry alone does not prove completion. Ask for approvals, inspection records, completion evidence, warranties and certificates.

Check Bushey’s mapped heritage controls

The council’s Bushey High Street conservation page identifies the High Street and Melbourne Road conservation area and two separate areas in Bushey Heath: High Road and The Lake. The High Street area was last reviewed and updated in 2009.

Hertsmere’s Article 4 directory lists several specific Bushey properties and streets. Each direction has its own land and restrictions. A Bushey address is not automatically inside a conservation area or direction; check the map and sealed document.
