Building Survey Redbridge: Keep Borough and Town Evidence Distinct
A building survey in Redbridge should use the exact property, not a borough-wide stereotype. This guide covers the London Borough of Redbridge. Ilford is a town within the borough and already has a locality-focused guide; it is not interchangeable with Redbridge as a whole.

Describe the inspection boundaries first
RICS calls Level 3 its most comprehensive Home Survey report and records RICS Building Survey as the former name. It may be considered for an older, altered, unusual, larger or run-down property, or where major work is planned. Those descriptors inform a decision; they do not make it for the customer.

For a house or bungalow, specify roof-space, subfloor, drainage, basement, side and rear access, together with extensions, loft work, removed walls and chimney alterations. For a flat or conversion, identify the demise, floor, block position, tenure and who can authorize inspection of roof, exterior, common parts, plant, basement and grounds.
Do not turn borough counts into a property description
The exact ONS Census 2021 TS044 result records 103,713 Redbridge households. It includes 33,469 households in terraced houses, 27,965 in semi-detached houses, 26,303 in purpose-built flats or tenements, 7,229 in detached houses and 6,792 in converted or shared houses.
The VOA Council Tax stock release records 108,060 Redbridge domestic properties at 31 March 2025. Rounded types include 44,720 terraced, 38,300 flat or maisonette, 18,050 semi-detached, 3,630 detached and 2,860 bungalow properties. Its largest stated grouped build period is 1930-to-1939, at 26,220.
ONS counts households while VOA counts later Council Tax properties. Neither source proves that the subject building belongs to a category, dates its construction or diagnoses its fabric. Use the mix to prepare access and record questions only.
Treat basement rules as a document trail
Redbridge’s Local Plan page records adoption of the 2015-to-2030 plan on 15 March 2018. More recent housing-needs and infrastructure material is labelled as an emerging evidence base, not an adopted replacement.
Policy LP31 and the council’s Housing Design SPD address further-excavated basements. They include one-storey, garden-depth and permeable-soil criteria and require a Basement Impact Assessment appropriate to the proposal. The SPD points to structural-engineering, hydrology, Construction Method Statement and neighbouring-property effects.
For an existing basement, ask for the planning decision and approved set, impact assessment, structural design, site investigation, waterproofing and drainage specification, construction records, Building Regulations route and completion evidence. The existence of planning material is not proof that the work was built as approved or remains in good condition.
Respect the online search warning
The Redbridge planning search covers applications from 1989 but expressly warns that information may be incomplete. It is not formal notification of a decision and not a substitute for a formal local land-charge search. Search by exact address and reference, then obtain decisions, conditions and approved drawings.
The council publishes Building Control separately. Its local land-charge guidance distinguishes LLC1 from CON29R and says a full search can include planning and Building Control information. Ask which records were searched and retain missing information as an unresolved limitation.
Planning permission, Building Regulations approval or initial notice, completion evidence, lease or freeholder consent, structural calculations, warranties and the current condition survey answer different questions.
Check heritage controls at the property
Redbridge’s protected-buildings page lists 16 conservation areas and several Article 4 directions. Some directions are site- or area-specific. A Redbridge or Ilford label cannot establish whether one applies.
Confirm the current map and instrument, then supply relevant consent records and details of windows, roofs, façades, boundaries and materials. A designation guides record review without selecting a survey level or proving a defect.
Prepare the Redbridge request
Provide the full address and locality; property form and tenure; floor or block position; approximate age and source; access to roof spaces, basements, subfloors, drains, elevations, common parts and grounds; known extension, conversion, loft, basement, chimney or wall-removal work; planning and Building Control references; approved drawings, structural and completion documents; exact heritage result; management information; known cracking, damp, decay, movement or repairs; intended work; and earlier reports.
