Building Survey Lewisham: Link Visible Changes to the Correct Record
A building survey in Lewisham is an inspection and report for one identified property. The borough contains substantial numbers of purpose-built flats, terraces, converted houses and semi-detached homes. That variety makes an address-led alteration and access history more useful than a generic description of south-east London housing.

Define what the detailed report must answer
RICS describes Level 3 as its most comprehensive Home Survey report and records its former RICS Building Survey name. The RICS consumer guide gives large, older, unusual, altered or run-down properties and proposed major work as examples. It says age, size, condition, complexity and originality normally inform the choice.

RICS’s Home survey standard page, updated 17 June 2026, says the first edition remains in use until the second edition is fully effective. The proposed surveyor should state the operative edition, exclusions and additions in the terms.
Expose the fabric that can safely be seen
The current RICS Level 3 inspection scope is a detailed visual inspection. It remains limited by safe access, permission and risk of damage. Fixed finishes, secured hatches and heavy contents are not automatically removed; services are observed rather than specialist-tested; repair-cost advice is included only if agreed.
For a terrace or semi-detached home, confirm access to roof voids, additions, subfloors, rear and flank elevations, lower-ground rooms and drainage covers. For a conversion or flat, identify common-part, roof and external-elevation access and supply the lease or management documents that define repair responsibility. Use the stock data as questions, not answers
The exact ONS Census 2021 TS044 result records 122,393 Lewisham households. It includes 47,837 in purpose-built flats or tenements, 32,070 in terraced houses, 19,953 in converted or shared houses, 15,884 in semi-detached houses and 3,682 in detached houses. Other converted and commercial-building categories together account for 2,840.
The later VOA Council Tax stock release records 133,860 domestic properties at 31 March 2025. Rounded forms include 78,700 flats or maisonettes, 40,110 terraced, 9,470 semi-detached, 1,580 detached and 440 bungalow properties. Pre-1900 is its largest stated grouped construction period at 37,150, with another 8,930 from 1900 to 1918.
The ONS and VOA totals are not competing estimates of the same thing. One counts households at Census Day; the other counts Council Tax properties and rounds the component tables. Neither identifies age, conversion history, tenure or condition for an address. They prompt checks for both older house fabric and shared buildings.
Keep three documentary systems separate
Lewisham’s planning hub links the application search, policy, enforcement, conservation and Local Land Charges as distinct services. Search the complete address and retain references, decisions, approved drawings and conditions relevant to extensions, conversions, roof works, windows or changed layouts. A planning decision does not show that construction followed the drawings or remains sound.
Lewisham’s Building Control lookup uses a separate portal. Building Regulations applications, inspections and completion evidence answer different questions from planning permission. Ask the seller and legal adviser for the actual record relating to each known alteration, and do not treat its existence as a present-condition certificate.
The council’s Local Land Charges route covers legal property searches and restrictions. The conveyancer should determine the appropriate LLC and CON29 enquiries, title issues and other searches. A Level 3 survey reports visible physical evidence within the agreed terms; it does not replace those enquiries.
Map conservation and flood evidence to the subject
Lewisham publishes individual conservation-area maps for named areas including Blackheath, Brockley, Deptford, Forest Hill, Ladywell, Lee Manor, Lewisham Park, Sydenham and Telegraph Hill. A district label alone is not a designation result. Check the complete address, any list entry or Article 4 direction and the documentary trail for visible changes.
The council’s current flood-management page describes borough responsibilities, strategic evidence and drainage work. For the property, use the Environment Agency long-term flood-risk service, formal searches and any flooding, drainage, insurance or repair history. The government service does not predict whether an individual property will flood. Tell the surveyor about lower-ground rooms, external levels, water staining and known incidents before access is agreed.
Prepare the Lewisham request
Provide the complete address; building and tenure form; approximate age and its source; conversions, extensions and structural changes; relevant planning, Building Control and completion records; mapped heritage and flood results; known damp, cracking, leaks or drainage problems; proposed refurbishment; and access constraints.
