Building Survey Blackheath: Resolve the Borough Before the Building Record
A building survey in Blackheath needs the complete address before borough data, planning history or a conservation map can be applied. Blackheath spans Lewisham and Royal Greenwich. The village, heath, Blackheath Conservation Area and Blackheath Park Conservation Area are related place names, not interchangeable evidence owners.
FindTheSurveyor is a neutral marketplace, not a surveying practice. It does not inspect the property, choose the survey level or make a technical finding. A complete verified request may receive administrative review without a promised timescale and with no guarantee of an invitation, quote or introduction.
Use the national RICS Level 3 survey guide for the service scope, the Level 3 survey London guide for regional context and the Level 3 survey cost guide for quote variables without presenting a Blackheath price.
Let the subject property determine the scope
RICS describes Level 3 as its most comprehensive Home Survey report and records RICS Building Survey as the former name. Age, construction, size, condition, complexity, significant alteration and planned major work can support considering it. A borough boundary, heritage designation or period streetscape cannot choose the service for one property.
The Level 2 vs Level 3 survey comparison helps frame the required depth. Level 3 remains a visual inspection limited by permission, safety, access and risk of damage. Visible services are not specialist-tested, and repair-cost advice is included only if agreed. The Level 3 survey example guide shows why access limits and further investigations need to be explicit.
Keep two borough datasets separate
The exact ONS Census 2021 TS044 results record 122,393 Lewisham households and 114,054 Greenwich households. Lewisham includes 47,837 households in purpose-built flats, 32,070 in terraced houses and 19,953 in converted or shared houses. Greenwich includes 49,157 in purpose-built flats, 30,419 in terraced houses and 20,106 in semi-detached houses.
The later VOA Council Tax stock release records 133,860 Lewisham and 125,060 Greenwich domestic properties at 31 March 2025. Its components are rounded. ONS counts households at Census Day; VOA counts later Council Tax properties. Neither total is a Blackheath count or proof of the subject’s age, form, conversion history, tenure or condition.
Identify the evidence owner first
Lewisham’s Blackheath information and Royal Greenwich’s Blackheath record both describe a place spanning the two boroughs. The A2 marks an authority boundary across the heath. A marketing address or nearby landmark does not prove which council owns a planning or Building Control record.
Search the full address through the relevant authority. Lewisham’s planning hub and Royal Greenwich’s planning and Building Control index keep applications, Building Control, conservation and land charges distinct. Obtain decisions, approved drawings, completion or approver material, structural calculations and consents for known work. A planning approval does not prove completion or present condition, while a blank online result is not proof that no work occurred.
Distinguish the mapped Blackheath areas
Lewisham’s Blackheath Conservation Area appraisal places its area at the borough’s north-east boundary. It notes that Lee Road crosses the administrative line and that the character on both sides should be read together despite separate authorities.
Royal Greenwich’s Blackheath appraisal explains that its Blackheath and Blackheath Park conservation areas are distinct from the village and much of the heath in Lewisham. Lewisham publishes a current conservation-area map directory and separate Article 4 directions for Belmont, Collins Street, 52 Lee Terrace and Quentin Road.
Check the exact address, operative boundary, listed or local-list entry and any property-specific direction. Heritage evidence can focus questions about roofs, windows, façades, boundaries and alteration records. It cannot diagnose a defect or transfer a control from a nearby street.
Prepare the Blackheath request
Provide the complete address and confirmed borough; property form and tenure; floor or block position; approximate age and source; inspectable roof, loft, subfloor, basement, drains, elevations, outbuildings, common parts and grounds; known conversion, extension, roof, chimney or wall-removal work; planning and Building Control references from the correct authority; completion or approver evidence; exact conservation, listing and Article 4 results; lease and management papers; known damp, movement, decay or repairs; intended work; and earlier reports.
Submit a Blackheath Level 3 survey request with that evidence. Ask each proposal to define inspection extent, exclusions, report format and separately agreed additions. FindTheSurveyor may review the request administratively but does not provide the survey.
