Building Survey Hounslow: Separate Current Policy from Property Evidence
A building survey in Hounslow should be built around the actual property, its alteration record and the access available on the day. Flats, conversions, terraces and semi-detached houses raise different questions about common parts, roofs, flank walls, subfloors, drainage, basements and extensions. Borough data and planning guidance can structure the brief, but neither can diagnose condition.

Define access before comparing proposals
RICS describes Level 3 as its most comprehensive Home Survey report and records RICS Building Survey as the former name. Older, altered, unusual, larger or run-down property and intended major work may support considering it. A borough statistic, emerging plan or basement code cannot choose the survey level.

For a flat or conversion, provide the demise, floor and block position, lease, managing-agent contact and access permission for the roof, elevations, basement, common parts, plant and grounds. For a house, identify roof-space, subfloor, drainage, rear and flank access, extensions, loft or basement work, removed walls and retained chimney fabric.
Use exact statistics only as prompts
The exact ONS Census 2021 TS044 result records 102,961 Hounslow households. It includes 38,538 households in purpose-built flats or tenements, 29,477 in semi-detached houses, 21,123 in terraced houses and 6,540 in converted or shared houses.
The VOA Council Tax stock release records 111,270 Hounslow domestic properties at 31 March 2025. Its rounded type totals include 54,690 flats or maisonettes, 28,950 terraced houses and 23,140 semi-detached houses. Its pre-1940 groups record 11,700, 6,510, 9,230 and 22,490 properties in sequence.
ONS counts households at Census Day. VOA counts later Council Tax properties and rounds components. Their units must not be combined, and neither identifies the age, construction, alteration history, tenure or condition of an address.
Distinguish the adopted plan from the replacement
Hounslow’s Local Plan page identifies the 2015-to-2030 plan, adopted on 15 September 2015, as the adopted plan. The proposed 2020-to-2041 replacement was submitted in June 2025, but the current examination page still describes an examination process rather than adoption.
The council adopted its Character, Sustainability and Design Codes SPD in May 2024. The current SPD index says that it superseded the 2017 residential guide. Part A5 now contains the residential extension and basement guidance, including Construction Method Statement matters for basement work.
Those planning materials can identify records and construction questions worth requesting. They do not prove that earlier work followed approved details, received completion evidence or remains in satisfactory condition.
Reconcile each record type separately
Hounslow’s planning hub separates the planning search, Building Control, local land charges, planning constraints and design and conservation. Use the exact address and any reference numbers across the relevant routes.
Ask separately for planning decisions and approved drawings, Building Regulations completion or approver evidence, structural calculations, warranties, lease or freeholder consents and details of repair or insurance claims. A missing online document is an evidence gap. Planning permission is not Building Regulations completion, and either record is different from a present-condition inspection.
Match conservation and Article 4 evidence to the property
Hounslow’s conservation page reports 29 conservation areas and identifies Bedford Park and Gunnersbury as areas with Article 4 directions. Check the exact boundary, property schedule, withdrawn class, listing status and planning conditions rather than extending those controls across Hounslow.
Heritage evidence can focus questions about windows, roofs, façades, materials, boundaries and alteration records. It cannot establish a defect or change the permission and safe-access limits of the agreed inspection.
Prepare the Hounslow request
Provide the full address; property form and tenure; floor or block position; approximate age and evidence source; inspectable roof, subfloor, drainage, elevations, common parts, basement and grounds; known extension, loft, basement, wall-removal or chimney work; planning and Building Control references; completion or approver documents; exact heritage results; management papers; known damp, cracking, movement, decay or repair history; intended work; and earlier reports.
