Building Survey Chiswick: Confirm the Authority Before Reading the Records

A building survey in Chiswick starts with a boundary check. Chiswick is a neighbourhood inside the M25, not an ONS local-authority unit, and its familiar W4 label is not a substitute for the council boundary. Official Bedford Park material shows the area divided between Hounslow and Ealing. The complete address determines which planning, Building Control and land-charge records are relevant.

Select the report from the building, not the W4 label

RICS describes Level 3 as its most comprehensive Home Survey report and notes its former RICS Building Survey name. Its consumer guide gives older, larger, unusual, altered or run-down properties and planned major works as examples. Age, size, condition, complexity and originality normally help determine the level.

RICS’s Home survey standard page, updated 17 June 2026, says members should continue using the first edition until the second becomes fully effective. Confirm the applicable edition and any additional investigation in the written terms.

Agree access around alterations and shared fabric

The current RICS Level 3 inspection scope is visual and bounded by permission, safety, accessibility and risk of damage. A surveyor does not automatically lift fitted floors, move heavy contents or open secured covers. Services are not specialist-tested. Repair-cost advice is an agreed extra.

For a house, clarify access to roof voids, rear roofs and elevations, cellars or lower-ground rooms, garages, subfloors and drainage covers. For a mansion flat or conversion, establish access to common stairs, roofs, external walls, grounds and plant, and provide the lease or management information relevant to repair responsibility. Do not relabel Hounslow totals as Chiswick data

The exact ONS Census 2021 TS044 result records 102,961 households across the whole London Borough of Hounslow. These include 38,538 in purpose-built flats or tenements, 29,477 in semi-detached houses, 21,123 in terraced houses, 6,540 in converted or shared houses and 5,022 in detached houses. They are not Chiswick or W4 counts.

The VOA Council Tax stock release measures another Hounslow-wide universe. At 31 March 2025 it records 111,270 domestic properties, with rounded forms including 54,690 flats or maisonettes, 28,950 terraced, 23,140 semi-detached, 2,310 detached and 1,430 bungalow properties. Its largest stated grouped period is 1930 to 1939 at 22,490.

ONS counts occupied households at Census Day; VOA counts Council Tax properties and rounds its tables. Neither can be narrowed to Chiswick or an address. These figures are included only to show why the individual building form and evidence must be supplied.

Use the correct council’s three record routes

Hounslow’s planning and building hub separates planning searches, decisions, policy, Building Control, conservation and Local Land Charges. Once the address authority is confirmed, retain the planning reference, decision, drawings and conditions for extensions, roof works, conversions, replacement openings or lower-ground alterations. A missing online result does not prove there was no work.

For a Hounslow address, the Building Control property-history search can identify notices, plan decisions, completion or regularisation certificates and approved-inspector material. That record is not the planning history and does not certify present physical condition. Ask the seller and legal adviser for the actual documents relevant to visible changes.

Hounslow’s Local Land Charges page distinguishes LLC1, CON29 or CON29R and personal searches. These legal and property enquiries belong with the conveyancer. The Level 3 inspection can respond to documents supplied in advance, but it cannot replace them.

If the address is in Ealing, use Ealing’s corresponding records instead. Do not mix an Ealing decision with Hounslow statistics or assume that both councils hold the same file.

Treat conservation names as mapped boundaries

Hounslow’s conservation-area index lists separate appraisals for Bedford Park, Chiswick High Road, Chiswick House, Glebe Estate, Grove Park, Old Chiswick, Stamford Brook, Strand on the Green, Turnham Green and Wellesley Road. A Chiswick address is not automatically inside any of them.

Ealing’s official Bedford Park appraisal says the conservation area is divided between the two boroughs, with its document concerning only the Ealing side. Confirm the current boundary, list status, applicable direction and consent trail at the full address. Supply the result rather than asking a surveyor to infer it from “Chiswick” or “Bedford Park.”

Prepare the Chiswick instruction

Provide the full address and confirmed authority; property and tenure form; approximate age with its source; extensions, conversions, basement or roof work; the correct planning and Building Control documents; conservation and landlord results; known cracking, damp, leaks or movement; intended refurbishment; and access to every relevant roof, elevation and common part. Identify any estimate as an estimate and ask which limitations will appear in the report.
