Level 3 Building Survey in Hampstead

RICS describes a Level 3 building survey for large, older, run-down, unusual or altered properties, or where major works are planned. Because altered buildings are included, a Hampstead flat in a converted house or a home with past basement work can fit, depending on the building itself rather than the address. Which Hampstead homes may justify a Level 3 survey

The ONS Census 2021 result for Hampstead Town ward estimates 3,723 households on Census Day, 21 March 2021, using ward geography as at 5 May 2022. Of those, 1,269 lived in part of a converted or shared house and 1,004 in a purpose-built block of flats or tenement. Another 612 lived in terraced houses, 446 in semi-detached houses and 150 in detached houses. The ward is not the whole neighbourhood-plan area and is not an NW3 total.

For the larger London Borough of Camden, the VOA Council Tax stock release records 113,830 domestic Council Tax properties at 31 March 2025, including 50,910 properties built before 1900. These are rounded borough counts, not Hampstead totals, and should not be merged with the Census household estimates.

These figures describe the area, not your building, and no dataset can say what is present at a particular address. Establish whether the home is a house, a purpose-built flat or part of a converted building, its approximate age and construction, and how it has been altered. What the surveyor should look at in a Hampstead home

RICS’s Level 3 scope of inspection says the inspection and report address materials, defects, remedial options and future maintenance, within access and safety limits. Conservation areas and later alterations

Camden formally adopted the Hampstead Neighbourhood Plan 2025-2040 on 21 July 2025. Its mapped area is not identical to Hampstead Town ward or the NW3 postcode district. Map 3 of the plan shows that its area contains all or part of four conservation areas: Hampstead, South Hill Park, Fitzjohns and Netherhall, and Mansfield. A designation does not prove a defect, but it can make the history of windows, roofs, façades, extensions and conversions more important to discuss. Ask for any planning or listed-building records, approvals, guarantees and drawings, and share them with the surveyor you instruct.

Basement work and ground conditions

Policy BA1 of the Hampstead plan says basement proposals should be accompanied by a Basement Impact Assessment. If the home has had basement work, ask for whatever exists: an assessment, construction plan, monitoring results, approvals, completion information and guarantees, so the survey brief can identify accessible areas and any documents needing further review. Planning paperwork is not a certificate of present condition, nor a substitute for specialist structural or geotechnical advice where that is recommended.

The plan maps Bagshot Sand, the Claygate Member and London Clay Formation within its area, and its Map 8 presents landslide-potential mapping derived from British Geological Survey material. The BGS Geology of London describes the Bagshot Formation at Hampstead Heath and explains that water-bearing sand over the Claygate Member can affect pore-water pressure and slope stability. Tell the surveyor about any known cracking, movement or past repairs.

Water and below-ground areas

The Environment Agency says its long-term flood-risk service describes risk in an area. It does not state how likely an individual property is to flood, and it excludes sources such as blocked drains and burst pipes. Share any known flooding, basement water ingress, drainage repairs or insurance claims, and ask how below-ground areas and external drainage will be inspected.

What affects the fee for a Level 3 survey in Hampstead

The RICS consumer guide says the fee reflects the time the service needs, plus business costs such as travel. With that in mind, share the details that shape the level and scope of the inspection:

  • the building’s size, age, condition, complexity and originality;
  • extensions, conversions or basement work, and the documents that come with them;
  • access to roofs, elevations, common parts and below-ground areas; and
  • whether any extra service, such as cost advice, a valuation or further specialist investigation, is requested separately.

Read the proposed written terms for what is included rather than assuming every Level 3 service contains identical optional work.

How to request a Level 3 survey quote for a Hampstead home

Details worth including in your request, or having ready for any surveyor you instruct:

  • the complete address, so the planning, conservation-area and Article 4 position can be checked;
  • the property type (house, purpose-built flat or part of a converted building), approximate age and construction;
  • known extensions, loft work or basement work, with any planning documents and guarantees;
  • tenure, repair responsibilities and, for a flat or conversion, which roofs, elevations, common parts and grounds can actually be inspected;

Level 3 survey questions for a Hampstead purchase

Does an older Hampstead house automatically need a Level 3 survey?

Not automatically. Age is one RICS factor alongside size, condition, complexity, originality, alterations and planned works; the right scope depends on the actual building and your concerns.

Does a conservation-area address mean the house needs Level 3?

Not by itself. The designation is planning and heritage context: it does not prove a defect or show that the building keeps its original fabric. Establish the construction and alteration history, then agree what the surveyor will inspect.

Is past basement work a reason to choose Level 3?

It is a reason to consider it, not a rule. RICS describes Level 3 for altered properties, so gather the basement documents you can and ask how accessible below-ground areas will be inspected.
