Level 2 Home Survey Hampstead: Scope, Access and Address Evidence
A Level 2 home survey in Hampstead uses the national RICS benchmark. The address does not choose the survey level. The property’s construction, present condition, complexity, alterations and accessible areas matter more than the locality name.

First establish which Hampstead geography applies
Camden formally adopted the Hampstead Neighbourhood Plan 2025-2040 on 21 July 2025. Its Map 1 is the boundary used for neighbourhood-plan statements on this page.
The plan says its area includes Hampstead Town ward and a significant part of Frognal ward. It also expressly excludes Church Row and Perrin’s Walk. A ward result, an NW3 postal description and the adopted plan area are therefore different reference systems. Check the complete address against the relevant map instead of transferring a fact from one geography to another.
The Level 2 survey London guide provides wider capital context. It cannot establish the property form, repair responsibilities or inspection access at a particular Hampstead address.
Level 2 is a visual service with defined limits
The current RICS consumer guide describes Level 2 as most suitable for a conventionally built property in reasonable condition with a simple form and layout. It says the appropriate level generally depends on age, size, condition, complexity and originality. RICS’s Level Two scope of inspection describes an intermediate, more extensive visual inspection of the building, visible services and grounds. It is still constrained by permission, physical access and safety. The benchmark does not include forcing open the building fabric, lifting fitted floor coverings, moving heavy furniture or testing service installations and appliances.
The report includes some advice about repairs or continuing maintenance, but not the detailed repair analysis associated with the more extensive service. A flat instruction needs an explicit inspection boundary
The RICS Level 2 survey-only description gives a specific benchmark for flats. It says the surveyor assesses the general condition of outside surfaces, access areas leading directly to the subject flat and roof spaces only where the stated access and ownership conditions are met. It excludes drains, lifts, fire alarms and security systems, and says external wall systems are not inspected. Specific concerns may lead to a recommendation for further investigation.
That is why a request should not simply say “flat in Hampstead”. State whether it is purpose-built or converted, its floor, tenure, entrance arrangement and the common or external areas expected to be accessible. Identify any known external-wall, roof, damp, fire-safety or shared-services concern so the quote can explain whether it falls within the offered inspection or needs separate advice. A Level 2 inspection of one flat is not, by default, an inspection of every part or system in the block.
RICS publishes both survey-only and survey-with-valuation Level 2 formats on its Home Surveys page. The written quote should identify which format is offered and any additional service agreed outside it.
Ward and borough data answer different questions
The ONS Census 2021 TS044 API result estimates 3,723 households at Census Day, 21 March 2021, for Hampstead Town ward geography as at 5 May 2022, E05013659. The categories include:
- 1,269 households in part of a converted or shared house, including bedsits;
- 1,004 in a purpose-built block of flats or tenement;
- 612 in a terraced house;
- 446 in a semi-detached house; and
- 150 in a detached house.
The other 242 households are recorded across another converted-building category, commercial buildings and temporary accommodation. These are household estimates for the ward, not counts for NW3 or the neighbourhood-plan boundary. They show why “flat” is not enough information: a conversion and a purpose-built block can present different access, construction and responsibility questions.
The VOA Council Tax stock release uses the larger London Borough of Camden administrative area. At 31 March 2025 its current tables record 113,830 domestic properties, including 98,870 flats or maisonettes. Build-period table CTSOP4.0 records 50,910 Camden properties built before 1900 and 4,060 from 1900 to 1918.
VOA values are rounded property counts, while Census values describe households at Census Day. Do not merge them into a Hampstead percentage. A borough build-period total cannot date or diagnose the subject property, and age alone does not decide between survey levels. Establish the address’s approximate period, actual construction, visible changes and current condition.
Heritage records guide document questions, not condition ratings
Map 3 of the adopted plan shows its boundary containing all or part of Hampstead, Fitzjohns and Netherhall, Mansfield and South Hill Park conservation areas. Camden’s Hampstead Conservation Area page publishes its own appraisal material. The council’s heritage Article 4 directory separately provides schedules, maps and affected-property information for specified areas and addresses.
Neither the conservation-area name nor an Article 4 record proves a defect or selects Level 2. They can make the documentary history of windows, doors, roof work, extensions and conversions relevant. Give the surveyor the planning decisions, listed-building consents, drawings, guarantees and completion material already available. Ask the conveyancer or planning adviser to resolve consent questions that fall outside a condition survey.

Decide the brief from the property, not the label
Before comparing a Level 2 proposal, record:
- the complete address and the boundary, conservation and Article 4 results actually checked;
- house, maisonette or flat form, and whether a flat is purpose-built or converted;
- approximate age, construction, tenure and repair responsibilities where known;
- extensions, loft work, subdivision, retrofit or other material alterations;
- known damp, cracking, leaks, roof issues or other concerns;
- access to roof space, elevations, grounds, outbuildings and relevant common parts;
- documents already available and areas expected to be locked, covered or occupied; and
- whether the request is survey-only or includes a valuation and reinstatement figure.
If the property is unusually constructed, substantially altered, run-down or complex, or major work is planned, discuss whether Level 2 supplies enough analysis. The answer must come from the property and the required advice, not a neighbourhood reputation or build date alone.
Hampstead Level 2 questions
Does a pre-1900 Camden total mean my Hampstead home needs Level 3?
No. The VOA figure covers the whole borough and does not date an individual address. RICS treats age as one factor alongside size, condition, complexity, originality and the work planned.
Does a Level 2 survey of a flat cover the whole block?
Not under the default RICS description. The benchmark limits which outside surfaces, access areas and roof spaces are assessed and excludes specified shared systems. The written terms should state the actual inspection boundary and any separately agreed work.
Does conservation status confirm that alterations were authorised?
No. It is planning context, not proof of consent or present condition. Check the address-specific records and provide the available documents to the appropriate advisers.
