Building Survey Fulham: Define the Demise, Basement and Alteration Evidence
A building survey in Fulham should make the inspection boundary as precise as the address. Borough figures show large flat, conversion and pre-1900 categories, while Fulham has multiple separate conservation areas and a basement Article 4 direction. Decide whether the property calls for Level 3
RICS describes Level 3 as its most comprehensive Home Survey report and records RICS Building Survey as the former name. Older, larger, unusual, altered or run-down buildings and planned major works are examples. Selection still depends on the subject’s age, size, condition, complexity and originality and on what the customer needs to understand.

Keep Hammersmith and Fulham figures borough-wide
The exact ONS Census 2021 TS044 result records 81,243 Hammersmith and Fulham households. It includes 39,074 purpose-built-flat, 19,940 converted or shared-house and 15,280 terraced-house households.
The VOA Council Tax stock release records 95,120 domestic properties in the borough at 31 March 2025. Its rounded type table includes 72,100 flats or maisonettes and 19,160 terraced properties. Pre-1900 is the largest stated grouped period at 45,770.

Define the flat, house and common-part scope
For a flat or conversion, identify the demise, floor, original and current layout, freeholder or managing agent, shared roof or basement, common circulation, rear access, external walls and any retained parts. Supply the lease plan, management pack, planned-major-work information, fire or external-wall reports held and licences for alterations.
For a house, state loft, roof, subfloor, drain, side and rear access and all known extensions, openings and below-ground work. Ask the surveyor to separate direct inspection from representative views and excluded areas. The detail in a Level 3 report cannot overcome an inaccessible roof, basement, lightwell or common part.
Trace basement and alteration evidence
The council’s PublicAccess guidance explains address, reference, postcode and property-history planning searches and a constraints tab. Search the complete address for conversion, extension, roof, rear addition, lightwell, excavation and window records. Planning consent describes a proposal and decision; it is not Building Regulations completion evidence.
Use the separate Building Control search and request the completion certificate or private-approver evidence appropriate to the work. The council’s Building Control fee guidance treats satisfactory completion and completion certification as distinct steps. Record any missing or unmatched evidence for the surveyor and conveyancer rather than assuming what it means.
Hammersmith and Fulham’s Article 4 page records the borough-wide basement direction made in 2017 and effective from 26 April 2018, excluding the OPDC area. This is a planning-control prompt. It neither proves that a basement was built nor establishes its waterproofing, structure or present condition.
Match Fulham conservation evidence to the address
The council’s conservation-area directory lists distinct Fulham designations including Bishops Park, Hurlingham, Parson’s Green, Fulham Park Gardens, Walham Green, Central Fulham, Moore Park, Sands End, Fulham Reach and Putney Bridge. Confirm the property against the current boundary, appraisal, listed record and any specific Article 4 direction.
The Hammersmith and Fulham Local Plan was adopted on 28 February 2018. Use the decision date and then-current documents when interpreting older applications. Current planning policy does not retrospectively prove how existing alterations were approved or executed.
Prepare the Fulham request
Provide the full address; form, tenure, demise, floor and block position; approximate age and source; access to roofs, basements, lightwells, subfloors, drains, elevations and common parts; known conversion, excavation, extension or structural work; planning and Building Control references; completion or private-approver evidence; lease and management material; conservation, listing and Article 4 results; known damp, cracking or decay; intended works; and earlier reports.
