The official geographies do not match the name

West London has no official boundary, and the nearest official constructs are stranger than the label suggests.

The ONS statistical geography has an area called Inner London West, and it contains the City of London, Camden and Wandsworth alongside Hammersmith and Fulham, Kensington and Chelsea and Westminster. Its counterpart, Outer London West and North West, contains Barnet and Richmond upon Thames alongside Brent, Ealing, Harrow, Hillingdon and Hounslow.

The Greater London Authority’s own historic definition was narrower still. The London Plan 2004 defined the West London sub-region as six boroughs — Hammersmith and Fulham, Brent, Ealing, Harrow, Hillingdon and Hounslow — and placed Kensington and Chelsea and Westminster in Central London, not West. The 2009 consultation dataset used the same six. The adopted London Plan 2021 abolished sub-regions altogether.

So on the only official definitions that ever existed, two of the boroughs most people picture as west London were not in it.

Part of three boroughs has a different planning authority

This is the practical difference that matters in west London, and it is easy to miss.

The Old Oak and Park Royal Development Corporation is a Mayoral Development Corporation launched on 1 April 2015. It is the local planning authority for a 650 hectare area spanning three boroughs: Ealing, Brent and Hammersmith and Fulham. It adopted its own Local Plan on 22 June 2022, covering 2018 to 2038.

Some applications are delegated back to the borough, but narrowly. From 1 April 2024, only applications to discharge or vary conditions attached to permissions originally issued by the London Borough of Ealing are delegated to Ealing.

If a property sits inside that area, the planning authority is the corporation rather than the borough — which affects where you check planning history and who determines an application.

It also affects the published figures below. MHCLG’s note 10 to its planning statistics states that where an authority includes part of a development corporation which is a planning authority in its own right, the statistics relate to only part of that authority’s area. The Ealing, Brent and Hammersmith and Fulham numbers therefore exclude the corporation area, which is reported separately and recorded just 5 householder decisions in the year.

As always, this is separate from the Act. Planning permission does not remove the need to serve notice, and serving notice does not grant planning permission.

Householder activity by borough

Householder development decisions in the year ending March 2026, from MHCLG live table P124A, were 1,184 in Hillingdon, 993 in Ealing, 924 in Brent, 894 in Harrow, 704 in Hounslow, 574 in Kensington and Chelsea, 560 in Hammersmith and Fulham and 418 in Westminster.

One figure carries a warning from MHCLG itself. Kensington and Chelsea is the only authority in the entire table flagged with a note, which reads: “In November 2025 Kensington and Chelsea experienced a cyber attack, which significantly impacted their systems. Figures for this quarter may be lower as a result.” The note is worded for a quarter but attached to an annual table, so the figure should be read as potentially understated rather than as a genuine fall in activity.

Two very different building stocks

West London contains both the oldest housing in the capital and some of its most suburban.

Properties with a recorded build period before 1900 number 58,310 in Westminster, 55,850 in Kensington and Chelsea and 45,750 in Hammersmith and Fulham. In Harrow the figure is 2,520 and in Hillingdon 2,180. These Valuation Office Agency counts are as at 31 March 2025 and are rounded to the nearest ten by the agency.

The practical consequence is that party wall work in the inner part of west London tends to involve Victorian and earlier structures, basements and lightwells, while the outer boroughs more often involve interwar semi-detached and terraced housing, rear extensions and loft conversions.

Explain the property and proposed work

Provide:

  • the full property address and the borough;
  • whether the property falls within the Old Oak and Park Royal Development Corporation area;
  • whether you are carrying out work or responding to a neighbour’s work;
  • whether the property is a house or a flat, and if a flat, whether purpose-built or converted;
  • a clear description of the proposed construction, including any excavation depth;
  • whether the property is listed or in a conservation area;
  • drawings where available;
  • notices, responses and correspondence already exchanged; and
  • known dates and access constraints.
