There is no official north London

North London is a convention rather than a defined area. The Office for National Statistics has no such geography: its own division of the capital is Inner and Outer London, and the boroughs usually described as north London are split across three separate statistical regions.

The one statutory body of the name is the North London Waste Authority, established by the Waste Regulation and Disposal (Authorities) Order 1985. Its constituent councils are Barnet, Camden, Enfield, Hackney, Haringey, Islington and Waltham Forest. The same seven boroughs jointly prepared the North London Waste Plan.

That matters here for a practical reason. The Party Wall etc. Act 1996 applies uniformly across England and Wales, but everything around it — planning policy, basement rules, permitted development — is set borough by borough. For a north London project, the borough is the unit that changes the process, not the compass direction.

The borough decides the basement process

The Party Wall etc. Act 1996 applies uniformly, but what a basement needs by way of planning assessment does not.

  • Camden requires a Basement Impact Assessment under Policy A5 of the Camden Local Plan 2017, and generally requires an independent technical audit of that assessment.
  • Islington has a basement development policy at Policy DH4 of the Local Plan adopted on 28 September 2023, alongside a Basement Development supplementary planning document.
  • Haringey adopted its Development Management DPD on 24 July 2017, which includes a residential basement development policy.

Policy numbering changes between plan versions, so it is worth confirming the current reference against the adopted document rather than an older citation.

None of this replaces the Act. Planning permission does not remove the need to serve notice, and serving notice does not grant planning permission. A basement close to a neighbouring building will usually engage the excavation provisions of section 6 regardless of which borough it sits in.

The housing varies more than the label suggests

The seven boroughs are not one building stock. Properties with a recorded build period before 1900 number 50,900 in Camden and 41,950 in Haringey, but 13,670 in Enfield and 10,420 in Barnet. These Valuation Office Agency counts are as at 31 March 2025 and are rounded to the nearest ten by the agency.

Dwelling type varies just as much. Enfield has 47,900 terraced properties and 21,520 semi-detached; Islington has 14,720 terraced and 1,000 semi-detached, with 93,550 flats and maisonettes. A party wall question in a converted Islington terrace and one in an Enfield inter-war semi are different problems, even though both are north London.

Householder development decisions in the year ending March 2026, published in MHCLG live table P124A, were 1,439 in Barnet, 999 in Enfield, 789 in Waltham Forest, 702 in Haringey, 421 in Hackney, 404 in Camden and 389 in Islington.

Explain the property and proposed work

Provide:

  • the full property address and the borough;
  • whether the property lies in a conservation area;
  • whether you are carrying out work or responding to a neighbour’s work;
  • whether the property is terraced, semi-detached, detached, or a flat within a converted or purpose-built building;
  • a clear description of the proposed construction, including any excavation depth;
  • whether a Basement Impact Assessment or Structural Method Statement has been prepared;
  • drawings where available;
  • notices, responses and correspondence already exchanged; and
  • known dates and access constraints.

Compare the proposed appointment

Each quote should explain who would appoint the surveyor and the work included. That may involve reviewing drawings, notices, inspections, a schedule of condition, preparation of an award, liaison with another surveyor or later visits.
