Nobody agrees where east London is, including the GLA
There is no official east London. The ONS statistical geography splits the boroughs usually meant across two areas — Inner London East and Outer London East and North East — and each of those also contains boroughs nobody would describe as east London. Inner London East includes Lambeth, Southwark and Lewisham. Outer London East and North East includes Bexley, Greenwich and Enfield.
The Greater London Authority used to publish its own sub-regions, and its two definitions do not match each other. The London Plan 2004 described an East London sub-region of ten boroughs that included the City of London and excluded Waltham Forest. The 2009 consultation dataset listed ten boroughs that included Waltham Forest and excluded the City. The adopted London Plan 2021 abolished the framework: it defines no sub-regions, and uses “east London” only as ordinary description.
For party wall purposes none of this decides anything. The Party Wall etc. Act 1996 applies uniformly across England and Wales. What changes locally is the planning authority you are dealing with — and in east London that changed recently.
Planning powers moved back to the boroughs in December 2024
For over a decade, planning in a substantial part of east London was handled not by the boroughs but by the London Legacy Development Corporation, the body created around the Olympic Park.
That ended. The London Legacy Development Corporation (Establishment and Planning Functions) (Amendment and Revocation) Order 2024, made on 9 September 2024, revoked the corporation’s planning functions order with effect from 1 December 2024. Planning powers returned to four boroughs: Newham, Tower Hamlets, Hackney and Waltham Forest. Undetermined applications, appeals and enforcement cases were forwarded to the relevant borough.
The corporation still exists as a Mayoral Development Corporation with a reduced area, but it is no longer a local planning authority.
Two practical consequences follow. If you are checking planning history for a property in or near the former corporation area, records from before December 2024 may sit with the corporation rather than the borough. And published planning statistics for those four boroughs now cover the former corporation area, so figures from before and after the transfer are not directly comparable.
None of this changes your obligations under the Act. Planning permission does not remove the need to serve notice, and serving notice does not grant planning permission.
Householder activity by borough
Householder development decisions in the year ending March 2026, published in MHCLG live table P124A, were 1,050 in Redbridge, 1,019 in Havering, 789 in Waltham Forest, 421 in Hackney, 406 in Barking and Dagenham, 395 in Newham and 203 in Tower Hamlets. London as a whole recorded 24,763.
MHCLG defines householder developments as those to a residence requiring planning permission, such as extensions, loft conversions and conservatories. That definition excludes work to flats, which matters in the inner boroughs, and excludes anything not needing permission at all — while much permitted development work still requires a party wall notice.
The building stock is not one thing
East London spans some of the oldest and some of the newest housing in the capital.
Properties with a recorded build period before 1900 number 37,060 in Newham, 35,440 in Hackney and 26,870 in Waltham Forest. In Havering the figure is 1,840, and in Barking and Dagenham just 980. These Valuation Office Agency counts are as at 31 March 2025 and are rounded to the nearest ten by the agency.
Redbridge shows a different pattern again, with 19,950 properties built between 1900 and 1918 against 9,060 before 1900 — an interwar and Edwardian suburb rather than a Victorian one.
A chimney breast removal in a Hackney terrace and a rear extension on a Barking semi are both party wall matters, but they are not the same problem, and the schedule of condition work differs accordingly.
Explain the property and proposed work
Provide:
- the full property address and the borough;
- whether the property sits in or near the former Legacy Development Corporation area;
- whether you are carrying out work or responding to a neighbour’s work;
- whether the property is a house or a flat, and if a flat, whether purpose-built or converted;
- a clear description of the proposed construction, including any excavation depth;
- whether the works involve a chimney breast, flank wall or roof line;
- drawings where available;
- notices, responses and correspondence already exchanged; and
- known dates and access constraints.

Each quote should explain who would appoint the surveyor and the work included. That may involve reviewing drawings, notices, inspections, a schedule of condition, preparation of an award, liaison with another surveyor or later visits.
