Building Survey Walthamstow: Use the 2026 Guidance and Exact Map
A building survey in Walthamstow should distinguish the property from the wider Waltham Forest evidence. A terrace, converted house, semi-detached dwelling and purpose-built flat can create different access, shared-structure, roof, external-wall, alteration and repair questions. Borough data can focus the brief but cannot predict a defect.

Define construction, alteration and access
RICS describes Level 3 as its most comprehensive Home Survey report and records RICS Building Survey as its former name. Older, altered, unusual, larger or run-down buildings and intended major works may support considering this level. A terraced-stock statistic or conservation label cannot select it.

For a house, identify roof-space, subfloor, drainage and rear-access arrangements; extensions, loft work, removed chimney fabric, external insulation or cladding, window and roof changes; and known movement, damp or decay. For a conversion or flat, add the demise, lease, managing-agent contact and access to common halls, roofs, basements, plant, external walls and grounds.
Keep Waltham Forest figures at borough scale
The exact ONS Census 2021 TS044 result records 102,901 Waltham Forest households. It includes 35,667 in terraced houses, 31,555 in purpose-built flats or tenements, 16,840 in semi-detached houses and 12,324 in converted or shared houses.
The VOA Council Tax stock release records 110,900 borough domestic properties at 31 March 2025. Rounded categories include 53,280 flats or maisonettes and 45,070 terraced houses. Its build-period table records 26,880 before 1900 and 23,010 from 1900 to 1918.
ONS counts households at Census Day. VOA counts later Council Tax properties and rounds its components. Neither isolates Walthamstow, establishes that a house is solid-wall construction, proves a conversion or identifies the condition of one roof, wall or floor.
Use the adopted plan and replacement SPD
Waltham Forest’s Local Plan Part 1 was adopted on 29 February 2024. The separate Part 2 Inspector’s Report page described the March 2026 post-examination version as information only and a basis for steps towards adoption. Preserve that status distinction when reading an application’s policy history.
The Residential Alterations and Retrofit SPD was adopted on 11 June 2026 and superseded the 2010 extensions document. Use the current SPD when checking the context for extensions, roofs, external fabric, retrofit or basement work. A planning standard does not prove that the work was approved, constructed to the drawing or remains in sound condition.
Ask for the planning decision, approved drawings, Building Regulations or approver evidence, completion material, warranties and any retrofit design or installation documents. Compare record dates with the work described by the owner and visible changes, without inferring compliance from a single document.
Map the Walthamstow designation precisely
The council’s conservation directory, updated 13 March 2026, separately lists Lloyd Park, Orford Road, Walthamstow St James and Walthamstow Village. Those boundaries and appraisals are not interchangeable.
The same directory lists Article 4 directions for Orford Road and Walthamstow Village, but not every Walthamstow conservation area. It also explains that flats and commercial properties do not have the householder permitted-development rights addressed by those directions. Establish the exact property, tenure, mapped land and operative schedule before using Article 4 evidence in an alteration history.
The locality, conservation area, Article 4 land and borough datasets each have different boundaries. None can substitute for inspection of the building fabric.
Prepare the Walthamstow request
Provide the full address; property form and tenure; floor or block position; approximate age and source; inspectable roof, subfloor, basement, drainage, elevations, common parts and grounds; known conversion, extension, loft, basement or retrofit work; planning and Building Control references; completion or approver documents; exact conservation and Article 4 results; lease and management papers; known damp, cracking, decay or repair history; intended works; and earlier reports.
