Building Survey Waltham Forest: Use the Current 2026 Evidence
A building survey in Waltham Forest concerns the whole London borough. Walthamstow is one locality within it and retains a separate page on this site. Borough statistics, an SPD and a mapped direction cannot be reduced to a Walthamstow fact or applied to an individual address without checking it.

Let construction and access determine the brief
RICS describes Level 3 as its most comprehensive Home Survey report, formerly called an RICS Building Survey. It identifies larger, older, altered, unusual or run-down buildings and intended major work as circumstances in which the service may be considered. A terraced-stock figure or place name is not a selection rule.
Level 3 remains a visual inspection bounded by permission, safety, access and risk of damage. Services are observed rather than specialist-tested, and an indication of repair costs is an agreed addition. For a house, identify roof-space, subfloor, drainage and rear access; extensions, lofts, basements, removed walls or chimney fabric; external insulation, cladding or roof changes; and known cracking, damp, decay or movement. For a flat or conversion, add the demise, floor, block position, manager and permission for common roofs, basements, façades, plant and grounds.
Keep the borough counts in their own datasets
The exact ONS Census 2021 TS044 result records 102,901 Waltham Forest households. Categories include 35,667 in terraced houses, 31,555 in purpose-built flats or tenements, 16,840 in semi-detached houses, 12,324 in converted or shared houses and 4,241 in detached houses.
The VOA Council Tax stock release records 110,900 domestic properties at 31 March 2025. Rounded categories include 53,280 flats or maisonettes and 45,070 terraced properties. Its build-period table records 26,880 before 1900 and 23,010 from 1900 to 1918.
ONS measures households at Census Day; VOA measures later administrative Council Tax properties and rounds components. Neither proves the property form, age, conversion, retrofit or condition of an address. Use the figures to prompt questions only.
Use the adopted plan and replacement SPD
Waltham Forest adopted Local Plan Part 1 on 29 February 2024. On 26 August 2026, the Part 2 page described its post-examination version as information and a basis for steps towards adoption, not an adopted replacement. Preserve that status when reading a historic decision.
The Residential Alterations and Retrofit SPD was adopted on 11 June 2026 and superseded the 2010 Residential Extensions and Alterations SPD. Do not quote the revoked document as current. The new SPD says basement additions or extensions are generally unacceptable, allows an exceptional route under stated conditions and requires a Basement Impact Assessment with the planning application.
These are planning rules, not condition evidence. For any alteration, seek the decision, approved drawings and conditions; design and structural information; Basement Impact Assessment where relevant; Building Regulations route, inspection and completion evidence; product or retrofit documentation; guarantees; and maintenance or failure history. Establish which policy and guidance applied at the decision date.
Search planning and Building Regulations separately

A declaration, completion document, planning permission, warranty and physical inspection do not answer the same question. Search the full address and known references, obtain the underlying records and record any gap as unknown.
Resolve mapped heritage controls
Waltham Forest’s conservation material publishes separately bounded areas and Article 4 directions. The directions withdraw specified householder permitted-development rights for identified land and property classes; they do not automatically apply to every borough address, flat or commercial property.
Confirm the live map, appraisal, direction, listing and affected property class. Provide records for visible window, roof, façade, boundary, extension and retrofit work. A designation may change the documentary and repair questions but cannot select the survey level or diagnose the fabric.
Prepare the Waltham Forest request
Provide the complete address and locality; property type, tenure, floor and block position; approximate age with source; known extensions, conversions, lofts, basements and retrofit; planning and Building Regulations references; structural, completion and product records; exact heritage and Article 4 results; access to roofs, subfloors, drains, elevations, common parts and grounds; known damp, leaks, cracking, movement or repair history; intended work; and previous reports.
Submit a Waltham Forest Level 3 survey request with that material. Ask each proposal to define the inspection, access assumptions, exclusions, report, timing and separately agreed additions. The marketplace can administer the request but does not provide the survey.
