Building Survey Upminster: Distinguish Adopted Controls from Proposals

A building survey in Upminster should distinguish current Havering policy and live designations from proposed map layers. The council’s current list does not name an Upminster conservation area, while a 2023 character-study map labels an Upminster-centre proposal. Neither wording can replace an address search or a present inspection.

FindTheSurveyor is a neutral marketplace, not a surveying practice. It does not inspect the property, select the survey level or make a technical finding. A complete verified request may receive administrative review without a promised timescale and with no guarantee of an invitation, quote or introduction.

Use the national RICS Level 3 survey guide for the service, the Level 3 survey London guide for regional context and the Level 3 survey cost guide for quote variables without inventing an Upminster price.

Choose the level from building evidence

RICS describes Level 3 as its most comprehensive Home Survey report and records RICS Building Survey as its former name. Age, size, condition, complexity, originality and intended major work can help determine suitability. A locality, planning proposal or archaeological map cannot choose the service.

The Level 2 vs Level 3 survey comparison helps scope the requested detail. Level 3 remains a visual inspection bounded by permission, safe access and risk of damage. Visible services are observed rather than tested, and cost advice is an agreed addition. The Level 3 survey example guide helps state exclusions and further investigations clearly.

Keep Havering totals at borough scale

The exact ONS Census 2021 TS044 result records 101,277 Havering households. It includes 41,729 in semi-detached houses, 24,643 in terraced houses, 20,101 in purpose-built flats or tenements and 11,276 in detached houses.

The later VOA Council Tax stock release records 108,680 Havering domestic properties at 31 March 2025. Rounded categories include 31,750 semi-detached, 31,520 terraced, 27,710 flat or maisonette and 9,760 bungalow properties; the 1930-to-1939 group contains 34,680.

These datasets count different borough-wide universes. They do not isolate Upminster or prove an address’s form, age, tenure, alteration history or condition. Use the mix as a prompt for evidence and access questions only.

Separate current designations from the Upminster proposal

Havering’s planning-policy page records adoption of the Local Plan on 17 November 2021. Use the policy in force for the relevant decision date, while keeping planning compliance separate from visible condition.

The current heritage directory lists 11 conservation areas. It does not list one named Upminster; Corbets Tey and Cranham are separate designations. By contrast, the 2023 character-study appendix labels an Upminster-centre layer “AMUP Proposed Conservation Area 2023.” Treat it as a proposal unless the live council record confirms a later designation.

The Archaeological Priority Areas report identifies the Upminster Windmill complex as a Tier 1 area and records the Grade II* windmill as built in 1803. Apply that evidence only to the mapped address context; it does not establish defects, archaeology or restrictions at an adjacent property.

Search each relevant council record

Havering’s planning search covers applications since 1990 and provides online documents for later records, subject to the council’s stated availability. Use the separate Building Control search for the Building Regulations record of known work.

The Local Land Charges guidance distinguishes LLC1, CON29R and optional CON29O enquiries and directs personal-search users to read the Planning Register separately. Reconcile the results with approved drawings, completion evidence, seller papers and observed alterations; do not turn a missing document into an approval or condition conclusion.

Prepare the Upminster request

Provide the complete address and live policy or heritage map result; property form and tenure; approximate age and source; access to roof, loft, basement, subfloor, elevations, drains, common parts, outbuildings and grounds; known extensions, conversions, roof or structural work; planning and Building Control references; completion evidence; exact conservation, proposal, listing and archaeological results; lease and management papers; known damp, movement, decay or repairs; intended work; and previous reports.

Submit an Upminster Level 3 survey request with that evidence. Ask each proposal to define inspection extent, exclusions, report format and separately agreed additions. FindTheSurveyor may review the request administratively but does not provide the survey.
