Building Survey Tower Hamlets: Plan Access Before Interpreting Condition
A building survey in Tower Hamlets concerns one identified home in the London Borough of Tower Hamlets. The borough figure is unusually flat-heavy, but a borough statistic cannot establish whether the subject is a purpose-built apartment, a converted house, a terrace or a newer tower. The address, tenure, construction and accessible building fabric must lead the instruction.

Decide from complexity, not from an east London label
RICS describes Level 3 as its most comprehensive Home Survey report and records RICS Building Survey as the former name. The RICS Home survey standard page, updated 17 June 2026, says members continue using the first edition until the second edition becomes fully effective. Ask the proposed provider to name the applicable edition and every added service in the terms.
Turn a flat instruction into a whole-building access plan
The current RICS Level 3 inspection scope remains visual. Permission, safety, access and risk of damage set its boundary. Secured hatches, fixed finishes and heavy contents are not automatically removed; visible services are observed rather than specialist-tested. Repair-cost advice is included only when separately agreed.
For a flat, the useful question is not merely whether the front door opens. Clarify access to corridors, stair cores, roof terraces, roof spaces, plant areas, bin and cycle stores, grounds, balconies and representative external elevations. Identify which elements are demised and which are common. For a house or conversion, add lofts, cellars, subfloors, rear elevations and drainage covers. Read the two official stock measures separately
The exact ONS Census 2021 TS044 result records 120,542 Tower Hamlets households. Of those, 97,258 were in purpose-built flats or tenements, 10,654 in terraced houses, 2,744 in semi-detached houses and 1,127 in detached houses. Converted or shared houses accounted for 2,757, other converted buildings for 4,210 and commercial buildings for 1,601.
The VOA Council Tax stock release counts a later and different administrative universe. At 31 March 2025 it records 150,000 domestic properties in Tower Hamlets. Rounded types include 133,250 flats or maisonettes, 13,720 terraced, 500 semi-detached, 170 detached and 140 bungalow properties. Its largest stated construction-period group is 2000 to 2008 at 20,370; it also records 16,060 pre-1900 properties.
ONS counts occupied households at Census Day; VOA counts Council Tax properties and rounds component figures. They must not be combined. Their value here is to expose competing access and construction questions, not to assign a building type or age to the subject address.
Rebuild alteration history from separate records
Tower Hamlets says its planning register can be searched for current or historic property applications from 2000. Record the reference, decision, plans and conditions relevant to extensions, conversions, recladding, window changes or altered layouts. Absence from the register is not proof that no work occurred.
The council’s document-retrieval page separately covers archived planning material, Building Control approvals and completion certificates. It says most pre-2000 planning files are not available on the online register and explains that access to Building Control documents can require owner consent. Planning consent, Building Regulations approval, an inspection record and current physical condition answer different questions.
The Local Land Charges page describes LLC1 and CON29 searches and the restrictions recorded against land. Those searches belong with the conveyancer. A Level 3 report can use supplied documents to frame observations, but it does not replace a legal search.
Resolve designation and water evidence at the address
Tower Hamlets publishes 58 conservation areas, each with mapped material. A borough or neighbourhood name does not place a building inside one. Check the current boundary and any list entry or property-specific direction, then supply the result and consent trail for material alterations.
The council’s flood-risk material is strategic evidence. Use the Environment Agency long-term flood-risk service for the complete address, alongside conveyancing searches, insurance history and known flooding or drainage events. The government service says it cannot predict whether an individual property will flood. Agree how visible lower-ground areas, external levels, rainwater goods and signs of past moisture will be inspected.
Prepare the Tower Hamlets request
Provide the complete address and confirmed authority; house, conversion or block form; tenure and management information; approximate age and evidence for it; extensions, conversions or major fabric changes; available planning, Building Control and completion documents; heritage and flood results; known damp, cracking, leaks or movement; intended works; and every access restriction. State whether valuation, repair costs, specialist testing or opening-up is requested rather than assuming it is included.
