Building Survey Staines: Separate the Address from Borough Evidence

Staines-upon-Thames is a Surrey town in the Borough of Spelthorne and lies outside Greater London. This building survey in Staines guide concerns a RICS Level 3 Home Survey at one address. RICS’s consumer guidance calls Level 3 its most comprehensive Home Survey report and notes its former Building Survey name. It points to large, old, unusual, altered or run-down homes and major planned works, while saying age, size, condition, complexity and originality generally guide the choice.

Agree access before inspection

The current RICS Level 3 inspection scope remains visual and subject to permission, safety, access and risk of damage. Visible services are not tested, and inaccessible roofs, floors, drainage covers or common parts must be reported as limitations.

Read Spelthorne data in the correct unit

The exact ONS Census 2021 TS044 result records 41,804 households across Spelthorne. It includes 14,290 semi-detached, 9,525 purpose-built flat, 8,235 terraced, 7,958 detached and 815 converted or shared-house households. The other categories total 981.

The VOA Council Tax stock release separately records 44,730 Spelthorne domestic properties at 31 March 2025. Rounded forms include 12,890 flats or maisonettes, 12,140 semi-detached, 9,610 terraced, 5,240 detached and 4,210 bungalows. The largest stated grouped period is 1955–64 at 9,310.

These are borough totals, not Staines counts. Census households and later Council Tax properties cannot be combined or used to infer an address’s age, materials, alteration history or condition.

Build a documentary alteration timeline

Spelthorne’s useful planning links point to the official planning application database and a separate constraints map covering matters such as flood risk, conservation areas, listed buildings and Tree Preservation Orders. Search the full address, then read the decision, drawings, conditions and amendments rather than treating a result summary as proof of what exists.

The council’s building-control search contains electronic application records deposited on or after 1 January 2000. Spelthorne expressly says the website is not a complete history and must not replace a formal land-charge search. Ask for the relevant approval, inspection, completion and competent-person evidence.

Spelthorne’s local land-charge page says HM Land Registry supplies LLC1 while the council supplies CON29 replies. CON29 information may include planning, enforcement, building regulations, highways, conservation status and planned development. These records, title review and the survey answer different questions.

Check the conservation map and operative controls

The council’s Staines Conservation Area Appraisal says the area was designated in 1975 and the amended appraisal was adopted on 19 April 2023. It divides the mapped area into St Mary’s, Two Rivers, and Market Square and Memorial Garden character areas.

That boundary does not cover the whole town. Spelthorne also records operative HMO Article 4 controls across the borough, but those use controls do not diagnose condition or automatically determine residential alteration consent. Check the address, map, listing and exact wording of any direction.

Treat flood evidence as property-specific work

Spelthorne’s flood-risk page says parts of the borough are liable to flooding from the Thames, Colne and Ash. A borough statement does not determine risk at one home. Use the Environment Agency’s long-term flood-risk service, appropriate conveyancing searches and the property’s flooding, drainage, insurance and repair history. The government result does not predict whether an individual property will flood.

Prepare the Staines instruction
