Building Survey Romford: Test the Records Against the Building

Romford is a town within the London Borough of Havering. This building survey in Romford guide concerns a RICS Level 3 Home Survey at one identified property. Every housing count below is borough-wide; it cannot establish the age, construction, history or condition of a Romford address.

Choose the scope from the property

RICS calls Level 3 its most comprehensive Home Survey report and records its former Building Survey name. Its consumer guide gives large, older, unusual, altered or run-down homes and planned major works as examples, while saying that age, size, condition, complexity and originality usually determine the appropriate level.

The RICS Home survey standard page was updated on 17 June 2026. It says members should continue using the first edition until the second edition becomes fully effective. Confirm the edition, report format and any additions in the terms.

Make inspection limits explicit

The current RICS Level 3 inspection scope is detailed but visual. Permission, safety, access and risk of damage remain limits. Fixed finishes, secured hatches and heavy contents are not automatically removed, and visible services are not specialist-tested.

Repair-cost advice is supplied only if agreed as an additional service. The Level 3 survey example guide shows why observations, limitations and recommendations must remain separate. Before inspection, arrange keys and safe access to lofts, gardens, outbuildings and relevant communal areas.

Keep Havering figures at borough scale

The exact ONS Census 2021 TS044 result records 101,277 households across Havering. These include 41,729 semi-detached, 24,643 terraced, 20,101 purpose-built flat, 11,276 detached and 1,729 converted or shared-house households. The remaining three categories total 1,799.

The VOA Council Tax stock release uses a later administrative universe. At 31 March 2025 it records 108,680 Havering domestic properties, including rounded totals of 31,750 semi-detached, 31,520 terraced, 27,710 flats or maisonettes, 9,760 bungalows and 7,180 detached properties. The largest stated grouped build period is 1930–39 at 34,680.

Those figures do not isolate Romford. Census households and Council Tax properties differ in unit and date and cannot identify a property’s build period, fabric, alterations or condition.

Reconstruct alterations from separate files

Havering’s planning-search guidance says applications received since 1990 are searchable, with application forms and drawings available from January 2003. The council currently warns that some documents and images may be difficult to view. Search the exact address and read decisions, drawings, conditions and amendments; a result label or missing online image is not a property history.

The separate building-control service provides an application tracker and distinguishes full plans, notices, inspections and regularisation. An entry does not prove that approved work was completed as drawn. Ask for the relevant approval, inspection, completion, warranty and competent-person documents.

Havering’s local land-charge guidance says the register can contain Tree Preservation Orders, enforcement notices and listed-building notices. LLC1 and CON29 answer different formal questions and neither replaces title review, planning and building-control evidence or the visual inspection.

Check the exact Romford heritage boundary

Havering’s heritage directory says Romford Conservation Area was designated in 1968 around Market Place, the historic buildings at its western end and the crossroads of North Street, South Street, High Street and Market Place. An updated appraisal, management plan and boundary changes were adopted by Cabinet on 17 September 2025.

The designation does not cover every Romford address and does not itself identify a defect. Check the current map, listing status, local heritage records and any operative Article 4 direction for the complete property rather than applying a town-centre control across an RM postcode.

Use flood sources by address

Havering’s strategic flood-risk evidence supports planning decisions at borough and site-allocation scale. It is not a home-specific finding. Use the Environment Agency’s long-term flood-risk service, conveyancing searches and the property’s own flooding, drainage, insurance and repair history. The government service warns that it cannot predict whether an individual property will flood.

Prepare the Romford instruction

Provide the full address; tenure, form and approximate age; extensions, loft or garage conversions and removed structural elements; available approvals and completion evidence; access restrictions; signs of cracking, damp, leaking or drainage trouble; and intended works. State separately whether valuation, repair costs, testing or specialist investigation is requested.
