Building Survey Newham: Resolve the Plan Area and the Property Records
A building survey in Newham should be briefed from the exact address. The borough-level mix of flats, terraces and other homes can suggest access questions, but it does not identify the design, approvals, flood context or condition of a particular building.

Define the inspectable building before choosing scope
RICS describes Level 3 as its most comprehensive Home Survey report and notes that it may be considered for older, altered, unusual, larger or run-down properties, or where major works are intended. Property complexity and access matter more than the borough name.

For a flat, record the floor, block position, tenure and managing-agent or freeholder contact, then confirm whether the roof, façade, balcony, basement, communal circulation, plant and grounds can be inspected. For a terrace or other house, identify roof-space, subfloor and drainage access, extensions, loft conversion, removed walls, chimney changes and below-ground work.
Keep household and Council Tax counts distinct
The exact ONS Census 2021 TS044 result records 115,509 Newham households. It includes 50,384 households in purpose-built flats or tenements, 36,118 in terraced houses, 11,937 in semi-detached houses and 8,110 in converted or shared houses.
The VOA Council Tax stock release records 132,640 Newham domestic properties at 31 March 2025. Its rounded type table includes 77,480 flats or maisonettes and 50,910 terraced houses. Its age table records 37,060 pre-1900 and 12,000 1900-to-1918 properties.
ONS and VOA use different dates and units. Neither proves the property type, age, construction, alteration history or condition at the address. Use the figures to avoid treating one Newham housing form as universal.
Identify which adopted plan applies
Newham has determined planning applications across the borough since 1 December 2024. That administrative change did not collapse the development plan into one document. The council’s current Local Plan page and Local Development Scheme explain that either the Newham Local Plan 2018 or the LLDC Local Plan 2020-to-2036 applies according to location.
That distinction matters for below-ground records. LLDC Policy S.10 says basement development is not permitted in Flood Zones 2 or 3. The Newham 2018 plan has no general basement policy; Policy SC3 instead addresses basement access and egress in defined flood contexts. Resolve the parcel and plan area before using either provision as a search prompt.
The proposed replacement plan was submitted in July 2025 and remains at Local Plan examination. It is not the adopted plan on 26 August 2026. Historic applications should also be read against the policy in force at their decision date.
Policy does not prove that a basement, conversion or extension was built as drawn, obtained Building Regulations completion or remains sound.
Trace each record through the correct service
Newham’s planning hub separates applications, decisions, appeals and enforcement from Building Control, land charges and conservation. Search the exact address and references; obtain the decision, conditions and approved drawings rather than treating the search summary as complete evidence.
The council’s Building Control guidance distinguishes full plans, building notices, regularisation and reversion, as well as inspections and a final certificate. A planning permission cannot substitute for those records, and a Building Control entry is not a present-condition conclusion.
Newham’s official search page describes LLC1 and CON29 functions and says the council gathers planning and Building Control information for the search. Ask the conveyancer what was ordered and which documents were returned. Preserve a missing or ambiguous result as an evidence gap.
Verify conservation and Article 4 status
The council lists nine conservation areas. Its Article 4 page identifies a borough HMO direction and directions affecting specified conservation areas. Neither statement means every Newham home is controlled in the same way.
Confirm the address against the current map and instrument. Then use the result to ask about windows, façades, roofs, boundaries, use changes and prior consents without assuming a defect or selecting the survey level.
