Building Survey Hornchurch: Separate the Town from Each Heritage Boundary

A building survey in Hornchurch should start with the complete address, building form, access and alteration record. Langtons, St Andrews, St Leonards and RAF Hornchurch are separate conservation areas with different boundaries and evidence. Havering-wide housing totals cannot diagnose a Hornchurch property.

RICS describes Level 3 as its most comprehensive Home Survey report and records RICS Building Survey as the former name. An older, larger, unusual, altered or run-down property, or planned major work, may support considering it. A Hornchurch label, 1930s borough category or former-airfield association cannot select the survey level.

The exact ONS Census 2021 TS044 result records 101,277 Havering households. It includes 41,729 in semi-detached houses, 24,643 in terraced houses, 20,101 in purpose-built flats or tenements and 11,276 in detached houses.

The later VOA Council Tax stock release records 108,680 Havering domestic properties at 31 March 2025. Rounded categories include 31,750 semi-detached, 31,520 terraced, 27,710 flat or maisonette and 9,760 bungalow properties; the 1930-to-1939 group contains 34,680.

ONS counts households at Census Day; VOA counts later Council Tax properties and rounds components. Neither isolates Hornchurch or establishes the subject’s age, structure, tenure, alteration history or condition.

Reconcile current policy and three record systems

Havering’s planning-policy page records adoption of the Local Plan 2016-to-2031 on 17 November 2021. Its current list includes the 2011 Heritage and Residential Extensions and Alterations SPDs. Older guidance can identify planning questions but is not proof of construction or present condition.

The council’s planning search covers applications since 1990 and documents from January 2003. Its current warning about some document and image viewing means a missing online file remains an evidence gap. The Building Control service and local land-charge route are separate. Ask for decisions, approved drawings, completion or approver evidence, warranties, structural calculations and consents for known work.

Map Hornchurch heritage without transferring it

Havering’s conservation-area directory distinguishes Langtons north-west of Hornchurch town centre, St Andrews to the east, St Leonards Hornchurch and the former RAF Hornchurch core. Langtons centres on a group of cultural buildings and green spaces. RAF Hornchurch instead preserves a small group of former service buildings.

The council’s 2026 consultation covered draft updates for Langtons and RAF Hornchurch and closed on 22 April 2026. The draft RAF Hornchurch appraisal describes a roughly 0.9-hectare area containing former RAF buildings. Consultation material is not adopted policy, and neither the draft nor the existing designation applies to every Hornchurch address.

Check the exact current boundary, adopted appraisal, statutory and local lists, archaeological record and any Article 4 control. Heritage information can focus questions about materials, roofs, windows, boundaries and alteration records; it cannot establish a defect or enlarge the agreed inspection.

Prepare the Hornchurch request
