Building Survey Harrow: Test the Records, Not the Era Label
A building survey in Harrow should start with the actual property and its alteration history. Semi-detached houses, terraces, flats and detached homes can require different roof-space, subfloor, flank-wall, drainage, extension and common-part access. A 1930s database group is a useful research prompt, not a diagnosis or an age certificate for the address.

Specify access and known alterations
RICS describes Level 3 as its most comprehensive Home Survey report and records RICS Building Survey as the former name. Older, altered, unusual, larger or run-down property and intended major work may support considering it. Neither a borough build-period profile nor a basement policy selects the survey level.

For a house, identify access to the roof space, subfloor, rear and side elevations, drainage and any garage or outbuilding. Record extensions, loft conversions, removed walls or chimney breasts, replacement roofs and below-ground accommodation. For a flat, add the demise, floor and block position, lease, managing-agent contact and permission for common parts, roof, elevations, basement, plant and grounds.
Use the two official statistical universes correctly
The exact ONS Census 2021 TS044 result records 89,642 Harrow households. It includes 33,281 households in semi-detached houses, 23,528 in purpose-built flats or tenements, 15,136 in terraced houses and 10,174 in detached houses.
The VOA Council Tax stock release records 96,860 Harrow domestic properties at 31 March 2025. Its rounded type totals include 36,910 flats or maisonettes, 29,670 semi-detached houses and 20,100 terraced houses. The build-period table groups 9,870 properties in 1919 to 1929 and 40,290 in 1930 to 1939.
ONS counts households at Census Day. VOA counts later Council Tax properties and rounds components. Neither proves the date, construction, alteration history or condition of a particular home. Confirm age from property records and physical evidence rather than assigning the borough profile to the address.
Read the current plan and basement controls in their proper role
Harrow’s Local Plan page confirms adoption of the 2021-to-2041 plan on 24 March 2026 and identifies the earlier plans it replaced. Search results can still surface those superseded documents.
Policy GR4A requires every basement proposal to include a Construction Method Statement and applies separate criteria concerning rear gardens, flood zones and use. Harrow’s residential-design page still points to the 2010 Residential Design Guide, while the adopted plan says existing SPDs continue until cancelled or replaced.
Those are planning materials. They can identify the records and design assumptions worth requesting, but they do not prove how earlier work was constructed, whether approvals were completed or what condition exists now.
Separate search, history and legal records
Harrow’s planning and Building Control hub separates its planning search, heritage controls, Building Control services and property-history reports. The history-report service says online planning history is available from 2005 and describes paid planning-history and Building Control reports, including the kinds of summary fields they may contain.
The land-charges page states that the local land charges register transferred to HM Land Registry while Harrow handles CON29 enquiries. It also warns that a history report is guidance, not a substitute for a legal search or a guarantee.
Ask separately for planning decisions and approved drawings, Building Regulations completion or approver evidence, structural calculations, warranties and lease or freeholder consents. A missing online entry is an unresolved evidence gap, not proof of compliance or absence of work.
Check heritage controls by address
Harrow’s conservation downloads sit alongside the council’s address-specific Article 4 material. The borough reports 30 conservation areas, but a direction does not cover every area or every property class in the same way.
Establish the exact conservation area, statutory or local listing, Article 4 schedule and planning conditions. That evidence can focus questions about roofs, windows, façades, materials and alteration records; it cannot establish a defect or change the agreed inspection access.
Prepare the Harrow request
Provide the full address; property form and tenure; floor or block position; approximate age and evidence source; inspectable roof, subfloor, drainage, elevations, common parts, basement and grounds; known extension, loft, basement, wall-removal or chimney work; planning and Building Control references; completion or approver evidence; exact heritage results; management papers; known damp, cracking, movement, decay or repair history; intended work; and earlier reports.
