Building Survey Hackney: Plan Access Around Flats and Conversions

A building survey in Hackney must be scoped for the particular home, its shared fabric and the parts that can actually be reached. Borough evidence shows that flats and converted houses are important to the local housing mix, but it cannot determine the form or condition of an address. The instruction needs a property-led access plan and separate documentary checks.

Make the service decision evidence-led

RICS describes Level 3 as its most comprehensive Home Survey report and says it was formerly called an RICS Building Survey. Its consumer guide lists large, older, altered, unusual or run-down properties and planned major works as examples. It says age, size, condition, complexity and originality normally guide the choice.

The RICS Home survey standard page, updated 17 June 2026, says members should continue using the first edition until the second is fully effective. Confirm the operative standard and extras in the terms rather than relying on the title alone.

Turn communal access into an explicit question

The current RICS Level 3 inspection scope is detailed but visual. Permission, safety, access and risk of damage remain limits. Fixed coverings and secured hatches are not automatically opened, visible services are not technically tested, and repair-cost advice must be agreed as an addition.

For a flat, ask which roofs, elevations, common halls, grounds, basements and service spaces will be accessible. For a converted house, clarify the original form, later subdivision, common fabric and repairing responsibilities. Keep the authority totals out of the address findings

The exact ONS Census 2021 TS044 result records 106,079 Hackney households. These include 64,067 in purpose-built flats or tenements, 16,469 in converted or shared houses, 14,729 in terraced houses and 3,571 in other converted buildings. The remaining four categories total 7,243.

The VOA Council Tax stock release records 120,850 domestic properties at 31 March 2025. Rounded types include 98,970 flats or maisonettes, 18,700 terraced, 1,060 semi-detached, 340 bungalow and 300 detached properties. Pre-1900 is the largest stated grouped period at 35,550.

ONS measures households at Census Day, whereas VOA measures later Council Tax properties and rounds components. Neither source identifies a flat, conversion, period or defect at an address. Use the mix to prompt questions about access, shared maintenance, roofs, external walls, damp paths and the documentation for subdivision or alteration.

Build the alteration timeline from separate searches

Hackney’s planning-search page directs users to applications by address or reference. Read decisions, drawings, conditions and amendments, but do not treat a planning result as proof that work was built as approved or remains in sound condition.

The council’s building-control service links property-information enquiries for historic building-control data. Seek the approvals, inspection and completion evidence, structural information, warranties and competent-person records that correspond to visible changes. If documents are absent, record that uncertainty for the conveyancer and surveyor rather than manufacture a conclusion.

Hackney’s Local Land Charges guidance says the register can include planning decisions, enforcement, planning agreements, Tree Preservation Orders, conservation and listed status and dangerous structures. That breadth does not turn it into a condition survey or title report. Each evidence source keeps its own purpose.

Check the mapped heritage result, not the area label

Hackney publishes individual conservation-area records. Resolve the address against the current boundary, appraisal, list entry and any applicable Article 4 direction. One named area’s control must not be extended to the whole borough.

Heritage evidence can inform questions about original masonry, joinery, roofs, rear additions and compatible repairs. It cannot establish that those materials exist at the subject home or diagnose their condition. Identify visible alterations and provide the consent and specification records available for them.

Separate strategic flood mapping from property history

Hackney’s Local Plan 2033 page records adoption on 22 July 2020 and links strategic flood-risk assessment material and maps. Those sources support policy and site-level planning. They are not a prediction for an individual home.

Use the Environment Agency long-term flood-risk service, formal searches and the property’s own flooding, drainage, insurance and repair history. The service says it cannot predict whether an individual property will flood. For a basement or lower-ground flat, agree how accessible drainage, retaining structures, external levels, waterproofing and evidence of past moisture will be handled.

Give the surveyor a workable Hackney brief

Provide the full address; property form, tenure and apparent original use; known subdivision, roof, rear or basement changes; planning, building-control and land-charge results; heritage status; lease and common-part information; access restrictions; known damp, leaking, cracking or drainage problems; and proposed works. Identify separately any requested valuation, repair costs, testing or intrusive investigation.
