Building Survey Esher: Keep Town and Borough Evidence Separate

Do not choose Level 3 from the postcode

RICS’s consumer guide calls Level 3 its most comprehensive Home Survey report and explains that it was formerly known as an RICS Building Survey. Large, older, unusual, altered or run-down properties and planned major work are examples, not automatic categories. RICS says age, size, condition, complexity and originality normally guide the decision.

The RICS Home survey standard page, updated on 17 June 2026, says the first edition remains in use until the second edition is fully effective. Ask the proposed surveyor to identify the governing edition and any agreed extras.

Define the visual limits before the visit

The current RICS Level 3 scope permits a detailed visual inspection, subject to permission, safety, practical access and avoiding damage. An occupier-accessible panel can be opened where safe; a fitted finish, locked hatch or heavy obstruction is not routinely removed.

Services visible in normal operation may be observed, but specialist tests are excluded. Drain chambers, roof voids, windows and floors remain access-dependent. Ask in advance about loft keys, alarmed or locked areas, rear access, outbuildings, concealed floors and shared spaces. For leasehold property, define the demised area and the common parts that can be inspected; legal responsibility remains a conveyancing question.

Treat Elmbridge housing figures as administrative context

The exact ONS Census 2021 TS044 query records 55,588 Elmbridge households at Census Day. These include 18,146 detached, 14,384 semi-detached, 11,500 purpose-built flat, 9,232 terraced and 1,256 converted or shared-house households. The remaining categories total 1,070.

The later VOA Council Tax release records 60,130 Elmbridge domestic properties at 31 March 2025. Rounded form categories include 16,810 detached, 15,740 flats or maisonettes, 12,870 semi-detached, 10,910 terraced and 2,400 bungalows. VOA lists 1930–39 as the largest grouped period at 9,540 properties.

Rounded components total 60,140 rather than the displayed 60,130. They include 1,070 properties of unknown form. Preserve those limitations. Neither source isolates Esher town, and Census households must never be added to later Council Tax properties.

Test claimed alterations against the records

Elmbridge’s planning-application search provides applications, decisions, appeals, plans and associated documents. The council expressly says it is not a complete planning history and not a replacement for formal land-charge work. Search the full address and any earlier name, then inspect decisions, conditions and drawings.

The council’s Building Control online search accepts an application number or address. An entry does not establish that work matches approved details, passed every inspection or has not changed since. Obtain the relevant approval, completion, calculation and warranty evidence.

Elmbridge’s local land-charge explanation separates LLC1 obligations, CON29R standard questions and CON29O optional questions. It lists planning agreements, enforcement, protected trees and statutory listing among potential constraints. Formal results answer legal-search questions, not visible condition.

Locate Esher heritage status precisely

Elmbridge says it has 26 conservation areas. Its dedicated Esher conservation-area page supplies the boundary map, designation material, character appraisal and townscape analysis. The area is centred on the historic core; the word “Esher” in an address does not establish inclusion.

Check statutory and local listing, conservation designation, tree controls and any relevant permitted-development restriction for the property and the proposed work. Heritage status affects consent and repair questions but does not diagnose condition or make a survey level compulsory.

Use flood sources as a layered check

Elmbridge publishes a March 2024 draft Level 1 SFRA update. Its draft label and strategic planning purpose matter. It is not a property certificate.

Follow it with the Environment Agency’s address-led long-term flood-risk service, suitable environmental and drainage searches, and the home’s own flooding, drainage, insurance and repair history. The government result does not predict individual flooding, and the Home Survey does not test drains.

Create the Esher instruction pack

Include the complete address, property type and tenure, approximate construction date, all known additions or conversions, supporting permissions and completion evidence, defects or water history, planned works and access arrangements. Identify any separately requested valuation, repair costs, testing or specialist advice.
