Building Survey Enfield: Match the Instruction to the Address
Enfield can mean the town or the London borough carrying the same name. This guide uses building survey in Enfield for a RICS Level 3 Home Survey at a specific property. Every figure below is explicitly borough-wide; none identifies the construction, age, legal status or condition of an Enfield town address.

Decide from the building rather than the borough
RICS calls Level 3 its most comprehensive Home Survey report and records that it was previously known as an RICS Building Survey. Its consumer guide points to large, older, unusual, altered or run-down property and planned major works, while making age, size, condition, complexity and originality the deciding factors in most cases.
That is not a location formula. Neither an Enfield conservation designation nor the borough’s housing totals makes Level 3 mandatory. RICS’s Home survey standard page was updated on 17 June 2026. It says members should continue using the first edition until the second is fully effective, so ask which edition and terms will govern the appointment.
Turn access into an explicit pre-inspection plan
The RICS Level 3 inspection scope remains visual. Permission, safety and risk of damage control access. Occupier-opened concealed areas may be inspected where safe, but secured panels, fitted finishes, heavy contents and inaccessible spaces are not automatically opened.
Visible services may be observed in normal operation but are not tested. Roof spaces, windows, floors and drain chambers remain access-dependent. Repair-cost advice is supplied only when agreed as an extra service. The Level 3 survey example guide shows why an observation, a limitation and a recommendation must remain distinct.
For a flat or conversion, establish which exterior walls, roofs, lofts, communal parts, service cupboards and grounds can be inspected. For a house, record locked rooms, boarded lofts, dense storage, outbuildings, rear access and covers that cannot safely be lifted.
Read the two housing datasets in their own units
The exact ONS Census 2021 TS044 result covers the London Borough of Enfield, code E09000010. It records 120,923 households on 21 March 2021: 36,776 in purpose-built flats or tenements, 34,911 in terraced houses, 29,986 in semi-detached houses, 9,059 in detached houses and 7,866 in converted or shared houses. Another 2,325 households occupy the three remaining categories.
The VOA Council Tax stock release uses a later administrative universe. At 31 March 2025 its Enfield row records 128,390 domestic properties, with rounded counts of 52,710 flats or maisonettes, 47,910 terraced, 21,510 semi-detached, 4,550 detached and 1,440 bungalows. Its largest stated grouped build period is 1930–39 at 36,250 properties.
VOA rounded components sum to 128,400 rather than the displayed 128,390. That rounding is not an error to correct by changing a category. Census households and Council Tax properties are different measures and dates: do not combine them, narrow them to Enfield town or infer an address from either.
Reconstruct change from three separate records
Search the exact site on Enfield’s planning register. The council says the register contains records from 1948, but most documents are online only from 2006; older material may need a scan request. A permitted-development project may not appear. Read the proposal, drawings, officer report, conditions and decision rather than a search-result label.
Use the separate building-control service to look for building-regulations records. Planning permission is not building-control sign-off, and an entry does not by itself prove that the approved design was completed or remains unaltered. Ask the seller and legal adviser for completion evidence, calculations, warranties and competent-person certificates where relevant.
Enfield’s local land-charge guidance describes the LLC1 and CON29 routes. These formal property enquiries can reveal restrictions and notices, but they do not replace title review, the planning file, building-control evidence or the surveyor’s observations.
Check the exact heritage boundary
The council lists 22 conservation areas. Enfield Town is one named designation with its own appraisal and management proposals. The council also publishes Article 4 material for the area. A town name is not proof that a property is inside its boundary, listed or subject to a direction.
Check the live map and documents for the complete address and the proposed work. Conservation-area status, statutory listing, local listing and an Article 4 direction impose different controls. None diagnoses building condition or selects a Home Survey level.
Keep strategic flood material in its proper role
Enfield’s planning evidence base links strategic flood-risk studies. These support spatial planning and site assessment; they are not a building diagnosis. Use the Environment Agency’s address-led long-term flood-risk service, appropriate conveyancing searches, and the property’s own flooding, drainage, insurance and repair history. The government service warns that its result does not predict whether an individual property will flood.
Prepare the Enfield instruction
Supply the complete address; property type, tenure and approximate age; known extensions, conversions and removed structural elements; available planning and completion documents; access arrangements; signs of cracking, damp, leaking, movement or drainage trouble; and planned works. Define any valuation, repair costs, testing or specialist investigation as a separately agreed service.
