Building Survey Barking and Dagenham: Date the Policy and the Controls
A building survey in Barking and Dagenham should begin with the exact address, building form and record history. Borough housing figures and the Becontree framework can identify questions, but neither establishes what was built at one property or what condition it is in now.

Set access around the property form
RICS describes Level 3 as its most comprehensive Home Survey report and records RICS Building Survey as its former name. Older, altered, unusual, larger or run-down property and planned major work may justify considering the level. A borough, estate or construction-period label cannot make the selection alone.

For a terraced, semi-detached or detached house, identify roof-space, subfloor, drainage, side, rear and any basement access; extensions, lofts, removed walls, chimney changes and known drainage work. For a flat, give the floor, block position, tenure and authority for inspecting roof, façade, balcony, common parts, plant, basement and grounds.
Use the statistics without assigning them to the home
The exact ONS Census 2021 TS044 result records 73,899 Barking and Dagenham households. It includes 30,754 households in terraced houses, 20,451 in purpose-built flats or tenements, 16,358 in semi-detached houses and 3,751 in detached houses.
The VOA Council Tax stock release records 81,800 domestic properties at 31 March 2025. Rounded categories include 44,760 terraced, 29,550 flat or maisonette, 5,710 semi-detached and 1,140 bungalow properties. The 1919-to-1929 group contains 28,630 properties.
The sources count different units on different dates. They cannot prove that a home is interwar, identify its structure or diagnose condition. Use them to prompt exact evidence about form, age, alterations and access.
Separate the adopted plan from Becontree controls
The council’s Local Plan page records adoption of the Local Plan 2037 on 18 September 2024. Policy DMSI 6 says basements are inappropriate in Flood Zone 3b and applies separate restrictions in Zones 2 and 3a. Resolve flood and planning evidence at the address; the policy is not a structural or damp finding.
The Becontree Estate SPD and Design Code was adopted by Cabinet on 16 June 2026 for its mapped estate boundary. The council also prepared non-immediate Article 4 directions for defined householder changes, described as due in November 2026. They were not yet operative on 26 August 2026, so a future control must not be represented as a current restriction.
For work within the estate, date the application or alteration, confirm the mapped boundary and check the document and instrument that applied then. Planning guidance can lead to drawings and decisions; it does not prove execution or present condition.
Obtain completion evidence separately from planning
Barking and Dagenham’s Building Control page lists full plans, building notice, regularisation and demolition routes. Its full-plans guidance describes an approval notice, inspections and a completion certificate after satisfactory completion.
Identify which route and building-control body dealt with the work. Request the planning decision and drawings, Building Regulations submission, inspection and completion evidence, structural calculations, warranties, drainage or waterproofing details and any freeholder consent independently. One record does not substitute for the others.
The council’s local land-charge page says a full official search comprises LLC1 and CON29 and can return planning history, conservation status, tree orders, listed status, agreements and other matters. Ask the conveyancer what was ordered and preserve omissions as questions rather than conclusions.
Confirm which heritage map applies
The conservation-area page identifies four conservation areas and publishes maps and appraisals. The Becontree Estate is separately mapped as a non-designated heritage asset; it is not one of those four conservation areas.
Check the precise property against current mapping and any operative Article 4 instrument. If relevant, provide consent history and details of windows, roofs, façades, boundaries and materials. Heritage evidence guides questions but does not choose Level 3 or establish a defect.
Prepare the Barking and Dagenham request
Provide the full address; Becontree and heritage map results; property type and tenure; floor or block position; approximate age with source; access to roof spaces, subfloors, drains, basements, elevations, common parts and grounds; known extension, loft, basement, conversion, chimney or wall-removal work; planning decisions and approved drawings; Building Control, structural and completion evidence; management records; known damp, cracking, movement, decay or repairs; intended works; and previous reports.
