Homebuyer Survey Epsom: Check the Level 2 Match
RICS says its current Level 2 Home Survey was previously called a Home Buyer Report or Home Buyers’ Survey. This page therefore uses homebuyer survey in Epsom for that RICS service, subject to the product and inspection boundary in the proposed surveyor’s written terms.

Check the property against Level 2, not the postcode
The current RICS consumer guide describes Level 2 as most suitable for a conventional house, flat or bungalow in reasonable condition, made from common materials and simple in form and layout. Multiple alterations, unusual construction, visible disrepair or planned major work can change the required service. An Epsom address alone establishes none of those facts.
Epsom is outside Greater London. The Level 2 survey London guide is regional comparison material, not evidence about an Epsom property. Give the complete address and describe the actual building rather than applying a London profile.

RICS’s Home survey standard page, updated on 17 June 2026, says members should continue using the first edition until the second edition goes fully into effect. Ask which benchmark and additions the proposed written terms use.
Name the product: survey-only or survey with valuation
RICS presents two Level 2 products. The survey-only version provides the inspection and condition report. The survey-and-valuation version adds a market valuation and an insurance reinstatement figure. A lender’s valuation is a different, limited check for the lender’s benefit.
State which Level 2 product is requested. Do not assume a valuation, reinstatement figure, repair cost, specialist test or other additional service is included because the enquiry uses the old Homebuyer name. The RICS sample says extra services outside its terms need a separate contract, while the current consumer guide tells customers to discuss particular requirements before inspection.
Convert the inspection limits into access questions
RICS describes its current Level 2 inspection scope as an intermediate, more extensive visual inspection of the building, visible services and grounds. Its visually checked survey-only sample report says the surveyor records significant visible defects across as much of the property as is physically accessible.
The benchmark does not include forcing or opening the building fabric, lifting fitted carpets or floorboards, moving heavy furniture, clearing stored contents, removing secured panels or hatches, or undoing electrical fittings. Roof-space entry, limited viewing through an unfixed subfloor opening and lifting an accessible drainage-chamber cover remain conditional on access, safety and avoiding damage.
Only visible parts of electricity, gas or other energy, plumbing, heating and drainage services are inspected in the normal course of the survey. Specialist tests are not included. A recommendation for further investigation therefore means that another investigation may still be needed; it does not mean the Level 2 inspection completed it.
Send access information before appointment: roof-hatch height and size, whether the roof space is boarded or full of belongings, locked rooms, fitted floor coverings, seller restrictions, parking and key arrangements, inspection-chamber location, outbuildings, boundary access and any common-area permissions.
Give a house brief and a flat brief different information
For a house or bungalow, record the approximate age, known materials, roof form, extensions, loft or garage conversion, removed walls or chimney breasts, visible cracking, damp or leaks, drainage work and the renovations planned after purchase. Those details help the proposed surveyor judge suitability and quote scope; they are not findings about condition.
For a flat, state whether it is purpose-built or converted, its floor and block height, tenure if known, direct-access route, managing-agent arrangements, and what exterior, roof-space and common-part access can be arranged. The Level 2 survey-only sample limits its flat benchmark to the subject flat, accessible outside surfaces, direct shared access areas and roof spaces accessible from and owned by the flat. It does not include drains, lifts, fire alarms, security systems or external wall systems in that benchmark.
Provide lease, service-charge, planned-major-work, fire-safety and external-wall documents where available. The surveyor may identify visible concerns or questions; lease interpretation, title and repair liability remain with the legal adviser.
Keep the two borough datasets separate
Official figures below cover Epsom and Ewell borough, not Epsom town alone. They do not reveal the construction, tenure, alteration or condition of a supplied address.
The ONS Census 2021 TS044 result records 31,321 borough households at Census Day, 21 March 2021: 10,935 in semi-detached houses, 8,273 in detached houses, 6,546 in purpose-built flats or tenements, 4,144 in terraced houses and 643 in converted or shared houses. The remaining 780 were spread across other converted buildings, commercial buildings and mobile or temporary accommodation.
The separate VOA Council Tax stock release records 33,310 domestic properties in the Epsom and Ewell administrative row at 31 March 2025. Its rounded type totals include 9,780 semi-detached houses, 9,030 flats or maisonettes, 6,820 detached houses, 5,020 terraced houses and 2,370 bungalows. Its build-period table records 11,750 properties from 1930 to 1939, the largest stated grouped period in that row.
ONS counts households at an earlier date. VOA counts Council Tax properties, applies different categories and rounds its results. Do not add the totals, turn one into a percentage of the other or label either dataset as the profile of Epsom town. Their practical use is to prompt a precise house, bungalow, purpose-built-flat or conversion description.
Assemble the record trail before the inspection
The council’s planning-application search covers applications dating back to December 2011 and says older online data are limited. It also says the online register is not a formal Local Land Charges Search, a complete planning history or formal notification of a planning decision. Read the actual decision, conditions and drawings for known work; an absent search result does not establish that no alteration occurred.
The planning-advice page links address searches for constraints such as conservation areas, protected trees, expected bat areas and flood zones. It recommends applying for a Certificate of Lawful Development when a formal decision is needed. A map can identify a question, not determine legality or physical condition.
The council’s building-control page says most development requires building-control approval and lists extensions, alterations, changes of use, service installation and underpinning among its examples. It also says the borough service is managed by Elmbridge Building Control Services Ltd. Request the relevant application, approved information, inspection or completion evidence and warranties from the seller and legal adviser. Planning and building-control records answer different questions.
The local-land-charges page says the Local Land Charges Register moved to HM Land Registry’s national service from 28 October 2025 while the council continues to answer CON29 enquiries. Legal searches and a Level 2 visual survey are complementary, not interchangeable.
Match heritage checks to the exact address
The council’s historic-environment hub links conservation areas, statutory and locally listed assets, historic parks and gardens, scheduled monuments and areas of high archaeological potential. Its conservation-area page records 21 designated areas, including Epsom Town Centre.
The council says listed-building consent is additional to planning permission. Check the listing, map, appraisal, consent and actual work for the full address. A designation can affect repair and legal questions, but it neither diagnoses a defect nor decides that Level 2 is appropriate.
Use flood information to ask property-level questions
The council’s September 2024 Level 1 Strategic Flood Risk Assessment supersedes the 2018 assessment and provides borough-wide planning evidence. It records that surface-water risk varies and identifies parts of Epsom Town Centre among areas at notably higher risk. It also gives guidance on site-specific flood-risk assessments for development proposals.
That strategic document does not establish whether a home has flooded. The Environment Agency’s long-term flood-risk service describes area risks but expressly says it does not tell users how likely an individual property is to flood. Provide known flooding, standing-water, sewer, drain-repair, insurance and water-ingress history, and obtain the appropriate address searches or specialist advice. A Level 2 visual survey is not a flood-risk assessment or drainage test.
Information to include in an Epsom Level 2 request
Provide:
- the complete address and confirmation of the local-authority area;
- house, bungalow, purpose-built flat or conversion, plus tenure if known;
- approximate age, construction and any unusual materials;
- extensions, loft work, conversions, removed walls or other alterations;
- present concerns, previous repairs and work planned after purchase;
- roof-space, subfloor, drainage, exterior, outbuilding and common-part access;
- planning, building-control, search, lease and managing-agent documents available;
- known flood, drainage, damp, movement or roof history; and
- survey-only or survey with valuation, plus any additional service to be agreed separately.
Ask for the proposal to identify the RICS benchmark, report product, inspection boundary, access assumptions, exclusions, total payable fee and expected report timing.
